About the project

Horti-LIFE III is part of the long-term cooperation between The Netherlands and Ethiopia on horticultural development that started in 2006 when the Ethio-Dutch Horticultural Development Program (EDHDP) was signed. In 2016 the cooperation expanded to the smallholder sector. This phase piloted Farmers Field Schools (FFSs) to enhance productivity of vegetable and Spray Service Providers (SSPs) to improve food safety. ATVETs were supported to provide more practical training, so that future DAs have the skills to establish FFS and are able to provide more practical training to farmers. 

Horti-LIFE II (2019-2023) expanded the work with FFSs by increasing the geographical scope and including fruit crops. It successfully started the institutionalisation of FFSs. As the area expanded, so did the work with SSPs, ATVETs and agro-dealers. Grants were extended to nurseries and two pilots were added: seed systems (onion & potatoes) and loans for horticultural production n. At the end of Phase II both concepts introduced by Horti-LIFE were institutionalised: FFSs in the extension system and the SSPs in the ATVET system.

The current Horti-LIFE III is a six years’ project (1 Nov. 2023 – 31Dec. 2029). It is a horticultural sector development project aiming to increase smallholders’ production and productivity in a climate smart and gender balanced way. The main intervention is the institutionalisation of Farmers’ Field Schools (FFS) in the government extension system, in private companies, and in A-TVETs.

Job Description

The consultancy firm will be responsible specifically for the following tasks:

  • Design/refine baseline evaluation methodology- that includes sampling, data collection methodology & tools, data processing and analysis methodologies, etc.
  • Prepare an inception report on the project baseline (including the data collection tools).
  • Field testing of data collection tools, for both quantitative and qualitative studies.
  • Collect both primary and secondary quantitative & qualitative data required for the baseline.
  • Process/analyse both quantitative & qualitative data using appropriate data analysis techniques.
  • Prepare/produce the project baseline report.
  • Validate the project baseline findings by facilitating/organizing a project stakeholders’ workshop—with all staff and with the project owners (SNV and MoA).
  • Produce the final project baseline report incorporating feedback from the validation workshop.
  • Prepare narrative and visual summary of key baseline findings.

Qualifications

Eligibility criteria—company requirements:

  • A recognised registration licence and tax registration certificate.
  • Proven track record and demonstrated experience of firm and team members expertise regarding baseline and project evaluation, including sampling design, experience on agricultural projects in Africa preferably funded by DGIS/EKN.
  • Good understanding of DGIS PSD and FNS indicators and result frameworks.
  • Three Reference letters from donors or other organisations who commissioned project baselines/ endlines, indicating how they appreciated the quality of project survey work as a firm (for recent similar assignments accomplished).
  • Sample report among the earlier studies done by the firm.
  • Written engagement stating that the consultancy and its team members do not have any direct or indirect interest in the results of the project baseline/endline.

Eligibility criteria—the baseline team: 

  • The team leader should have appropriate and demonstrated experience & expertise in the management of quantitative and qualitative agriculture baseline & endline evaluations in East Africa.
  • The other key team member(s) should have a mix of qualifications and experiences in horticulture, gender and nutrition, and with proven experience in handling large baselines and evaluations.
  • The baseline team should comprise members that have detailed knowledge & experience in data collection, data analysis and reporting.
  • The consultancy should recruit supervisors and enumerators with proven experience in baselines and evaluation data collection of agricultural projects.
  • The selection of enumerators is crucial. Enumerators should be:
  • able to speak the local languages of the target areas [i.e. For Oromia – Afan Oromo, for Amhara – Amharic, for Tigray – Tigrgna, for Southern–Sidama & more others] and when possible, English.
  • familiar with computer-assisted interview methods using tablets or smartphones.
  • Knowledgeable on the relevant topics (horticulture, gender and nutrition). Graduates in these topics are preferred.
  • Recruitment of qualified female enumerators is desirable.
