Call for Consultancy: Translation of Participatory Integrated Planning (PIP) Training Manuals into Lusoga Language

Background of the Project

The INCLUDE Project, implemented by SNV Uganda and funded by the Embassy of the Kingdom of the Netherlands (EKN), seeks to improve the living income and resilience of livestock-dependent smallholder farmers in four regions: Busoga, Ankole, Kigezi, and Rwenzori. One of the key delivery methodologies is the Participatory Integrated Planning (PIP) approach, which equips households to envision their development journey, set goals, and take action.

To ensure comprehension and effective implementation, the PIP approach relies on tailored training materials. While these materials have been translated into regional languages such as Runyankore, Rukiga, and Rutooro for other regions, Busoga lacks a full Lusoga-language version of the training manuals—specifically those guiding PIP and Individual PIP Plan (IPP) development. This ToR is developed to guide the engagement of a qualified service provider to translate these materials into Lusoga.

Objectives of Assignment

To translate the key PIP training manuals from English to Lusoga to enhance accessibility and learning for PIP Innovators (PIs) and G1 households in the Busoga subregion.

To ensure the Lusoga versions are culturally relevant, technically accurate, and easy to use by community-based facilitators and farmers.

Scope of Work

The service provider will undertake the following tasks:

• Review existing English-language PIP training manuals, especially:
  • “How to Create a PIP”
  • “How to Develop an Individual PIP Plan (IPP)”
• Translate approximately 50-60 pages of text into Lusoga.
• Ensure translation is both technically accurate and contextually simplified for rural understanding.
• Consult SNV Busoga regional staff to verify context relevance and clarity.
• Provide two drafts for feedback and incorporate corrections.
• Deliver the final product in both editable Word documents and print-ready PDF format.

Qualifications

Required Qualifications and Experience

• Proven experience in translation of development-oriented or agriculture-related materials.
• Native or fluent speaker of Lusoga with excellent writing skills.
• Strong command of English.
• Demonstrated understanding of rural development and participatory methodologies is an added advantage.
• Experience working with NGOs or international development organizations preferred.

Additional Information

Duration

The assignment will run over a period of 4 weeks, starting from the date of contract signature. The expected start is early July 2025, and completion by end of July 2025.

Reporting and Oversight

The consultant/service provider will report to the INCLUDE PIP Advisor with support from the Busoga Regional Coordinator. Final products will be reviewed and approved by the SNV Technical Team.

Submission requirements

The consultant (individual or firm) is requested to submit the following:

1. Current Curriculum Vitae (CV) with references of previous relevant assignments
2. Technical proposal with examples of previous similar assignments prepared undertaken.
3. Financial proposal

Budget and Payment

• SNV will provide a fixed fee for the assignment, payable in two tranches:
  • 50% upon submission and approval of the first draft
  • 50% upon approval of the final deliverables
• Payment will be made by SNV’s procurement and contracting procedures.

Submission of Proposals

Interested service providers will be invited through a request for quotation (RFQ) process. The proposal must include:

• Technical approach and methodology
• Translation experience and references
• Sample of previous translation work (preferably in Lusoga)
• Financial proposal
