The Forestry Division (NFO) leads FAO’s work in promoting sustainable forest management and providing leadership on the environmental, social, and economic dimensions of forestry, including its contributions to poverty reduction, food security, and nutrition. It liaises with Members, civil society, and the private sector in aspects ranging from the development of effective forest policies to forest conservation and management issues and strengthens the role of forests in climate change mitigation and adaptation. The Division collects, analyses, and disseminates information on the world’s forest resources and, on the production, trade, and consumption of wood and non-wood forest products. The Division is also responsible for the Global Forest Resources Assessment (FRA) and hosts the secretariat for the Global Forest Observations Initiative (GFOI), known as the Global Forest Observations Initiative Office. The Global Forest Observations Initiative is a partnership to coordinate international support for improving forest and carbon monitoring capacity in tropical countries. Global Forest Observations Initiative partners support countries in identifying their needs for operationalizing, improving, and sustaining their national forest monitoring systems (NFMS) and associated emissions measurement, reporting, and verification (MRV) procedures. The Global Forest Observations Initiative has launched a new and unique Program of Support to encourage countries to plan for the long-term sustainability of their NFMS and associated MRV procedures. This aims to help countries embed these systems into their national institutions through a new Country-Led Planning (CLP) process. The position(s) are located in the Global Forest Resources Assessment Team of the Forestry Division at FAO headquarters in Rome, Italy. Reporting Lines The Consultant/PSA reports to the Team Leader of the FRA team of the Forestry Division and works in collaboration with the Global Forest Observations Initiative Office Specialist and receives technical guidance from the Country-Led Planning Program Coordinator. Technical Focus Progress the work programme of the Global Forest Observations Initiative Office, including supporting the implementation of the Country-Led Planning program and other technical, functional and administrative tasks to support Global Forest Observations Initiative activities. Selected candidates may be asked to work directly with countries to support the implementation of their NFMS and embed them within national institutions for long-term sustainability. Other selected candidates may be asked to work with the international community to facilitate global coordination and, the delivery of international assistance and associated processes. Tasks and responsibilities The position(s) will be responsible for providing technical, functional, and administrative expertise to support Global Forest Observations Initiative activities, including the implementation of the Country-Led Planning program. In some cases, selected candidates will be responsible for taking on more discrete tasks in forest and carbon monitoring and associated MRV procedures to support broader implementation of Global Forest Observations Initiative activities. Tasks and responsibilities include the following: • Work with tropical countries to facilitate national consultations, planning, implementation, and other processes to enable the embedding of their NFMS and associated MRV procedures within their national institutions.• Conduct analysis and reporting on tropical countries’ unique national circumstances as they pertain to their forest and carbon monitoring and the broader enabling environment.• Support and/or lead the delivery of collaborative technical products and support to tropical countries in forest carbon monitoring and associated MRV procedures.• Deliver technical and functional needs assessments.• Provide training and capacity building to tropical countries on technical, functional, and administrative issues.• Technical support for broader Global Forest Observations Initiative activities, including data processing and analysis.• Support the ongoing development, operation, and maintenance of the Global Forest Observations Initiative’s products, including IT products and platforms. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements • University degree in International Relations, Development Studies, Environmental Sciences/Engineering, Forestry, Geography, Law, Governance, IT, Software and Systems Engineering, Project Management, or closely related discipline• At least 5 years of relevant experience working on climate change, forest monitoring, GHG estimation, forestry, institutional and governance issues, international development, communications and/or project management.• Working knowledge of English is essential. Functional and Administrative Expertise• Consultation and facilitation of collaborative processes, including national meetings, workshops and longer-term processes;• Management and leadership with experience in establishing and managing government programs;• Functional needs and gap assessments;• Strategic planning and management;• Organizational change, administration and budgeting;• Marketing, information management, communications and advocacy;• Soft skills, such as communications and advocacy. Selection Criteria • French or Spanish also valued;• Relevant work experience;• Ability to work constructively with tropical countries and international partner, including ability to support the country-led nature of the Country-Led Planning program;• Personable nature and demonstrated ability to work as part of a team;• Academic qualifications;• Demonstrated understanding of Global Forest Observations Initiative and the role of the Global Forest Observations Initiative Office as its secretariat;• Languages spoken: sound oral and written communication skills in English.
