Collectively we have two challenges. Firstly, to grow and adjust the delivery organizations capability over the program lifecycles, and secondly to support the development of the right culture to support the collaborative forms of contract being adopted.The capability and change lead is responsible for overseeing the people and organizational aspects of a transformation program which requires upskilling, growth, team building, culture and organizational efficiencies/effectiveness. Leading the design and implementation of strategies and initiatives for all people centered transformation activities. They will play a key role in planning and implementing the capability and organizational developments required as the two projects within the subway extensions program move through their lifecycles. This role will report to the head of transformation and involve working closely with the client’s leadership team and central functions. It will require strong interpersonal skills and a natural bias to working collaboratively within and across organizations.Responsibilities:

  • Lead a multi-disciplinary team that delivers work including project chartering; projects resource/capability planning (to support client development through the project lifecycle); competency framework development and management; knowledge transfer program design and implementation; learning and development; and change management
  • Deliver against KPIs both in year and over the duration of the contract as agreed.
  • Plan and manage the provision of change management support for the program of transformation initiatives. To support these efforts, upskill project team members as change agents
  • Deliver the people-oriented initiatives within the transformation program, as identified from maturity and competency assessment gaps and aligned to client objectives. These are outlined further in the following bullet points
  • Drive collaboration and project teams’ effectiveness through project chartering aligned to Metrolinx values and behaviours and through appropriate training courses and teambuilding workshops, complemented by personality and behaviour insight models as required for success with progressive contracting
  • Work with the Head of Transformation and the Subway Extensions leadership team to establish the existing and required capability (skills) profile and aided by this, provide program lifecycle resource planning and organization design support
  • Roll out a program of competency assessments, in line with Metrolinx’s framework, including developing curriculum where required
  • Supported by the competency framework, implement a knowledge (skills) transfer program to upskill Metrolinx staff in the skills required to deliver mega-projects successfully, such that the client can deliver similar future projects with limited consultant support
  • Work with the Head of Transformation to commission and deliver organizational capability assessments to track progress against the required capabilities, potentially using the P3M3 model, and to translate the recommendations from these into actions to build maturity to achieve client capability targets

You’ll also have:Degree or equivalent with significant professional work experience in one or more specific disciplines within organizational development, change management or large-scale people transformation.Rail sector and major projects experience preferred.Achieved member or fellow status with one or more appropriate professional institutions.Mace is an inclusive employer and welcomes interest from a diverse range of candidates.
