Functional Responsibilities

Purpose and Scope of Assignment

The expected output of this consultancy is to plan, design, and deliver digital citizenship and/or digital skills trainings to Babeldaob community members of varying ages, residential location,  gender, and abilities guided by the goals and outcomes of the Smart Island project and collaboration with UNOPS’ national government/non-government partners. 

Training(s) are expected to be delivered in person/on-site anywhere in the Babeldaob area or various locations in Koror that Babeldaob community members can easily access. The Capacity Building Specialist will be expected to deliver digital citizenship and/or digital skills training over the course of 90 days at the time of contract-signing. The Capacity Building Specialist must collaborate with UNOPS personnel on the ground overseeing the Smart Island project to assure quality and alignment of training content to the overarching Digital Transformation in Micronesia joint project, particularly the Smart Island pilot project. 

Under the direct supervision of the Project Manager incumbent will undertake the following responsibilities: 

Functional Responsibilities

  • Content/Curriculum design: Develop content and educational materials (in Palauan and/or English) regarding digital citizenship and security within the digital space that is relevant and applicable to an audience of varying ages, including but not limited to school-aged youth, adults, and elders. 

  • Facilitate digital citizenship and security training in-person, traveling to various locations in Koror and/or Babeldaob to implement training.

  • Deliver trainings within a 90-day time period, beginning after the signing of a contract

  • Create social media content (pictures and videos) capturing training moments that may be shared in UN agency social media platforms. 

  • Collaborate with other UN agencies, national government, and non-government partners of the Smart Island Project to assure alignment of training content to the needs of the community as well as the goals and outcomes of the Digital Transformation in Micronesia joint project.

  • Submit a post-training report summarizing the training conducted, lessons learned, and recommendations for potential future training. 

  • Consult with the project’s program support officer as needed (via scheduled check-in meetings or debriefs post training sessions. 

  • Support logistics of training as requested.

The consultant is expected to travel between (within Koror and from Koror to Babeldaob) and the travel costs are covered by UNOPS.

Education/Experience/Language requirements

Education:

  • An advanced University Degree (Master’s or equivalent) or higher degree preferably in Information Technology, Cybersecurity, Education, Communication, social media, digital transformation, and artificial intelligence or a related field; 

  • First level university degree (Bachelor’s or equivalent) in the above-mentioned fields with additional two (2) years of relevant experience may be considered in lieu of an advanced degree.

Experience:

  • Minimum five (5) years of relevant experience, preferably in professional development training, capacity building, communication, strategic planning, programming, and digital transformation space, information technology, digital skills, social media, artificial intelligence or related fields in combination with a Master’s degree is required. 

  • Knowledge of key issues in digital citizenship, online security, social media, digital transformation, cybersecurity, and challenges of local community members of varying ages in the digital space is a strong asset.

  • Relevant experience preferably in consulting work in Palau is desirable

  • Experience in collaborating with United Nations agencies and/or UNOPS and development agencies is an asset

  • Experience in collaborating with national government/non-government partners is highly preferred

  • Experience in working with Babeldaob communities of varying ages is highly preferred.

Language Requirements:

  • Full working knowledge of the English language  English is required.

  • Full working knowledge of the Palauan language is required.

Additional Considerations: 

  • Capacity Building Specialist must be available to work on weekends, should trainings take place outside of weekdays
