Functional Responsibilities
Within the duration of the assignment, the Capacity Building Specialist is expected to provide support to SEA and Ministry of agriculture, forestry and water economy (MAFWE) in the preparation of the National Strategic Plan for the development of sustainable aquaculture in line with EU standards. In particular, the Specialist will undertake the following activities/responsibilities:
- Conduct analytical review of the relevant documents related to national fisheries and aquaculture policy and strategy documents.
- Write an initial report to develop methodology, work plan with work timelines.
- Provide expert advice to MAFWE on preparation of the draft version of the National Strategic Plan for the development of sustainable Aquaculture and its action plan.
- Support MAFWE in presenting the draft version of the National Strategic Plan for the development of sustainable Aquaculture at the validation workshop.
- Provide expert advice to MAFWE for finalising the National Strategic Plan for the development of sustainable Aquaculture and its implementation action plan taking into account the observations and recommendations of the validation workshop.
- Design, develop and deliver capacity building workshops and training sessions tailored to the specific needs of MAFWE and other institutions in charge for the implementation and monitoring of the strategic document.
- Design, develop and deliver capacity building workshops and training sessions to implement and manage the EU pre-accession funds (IPA) or ultimately structural programmes and funds available through the European Fisheries Fund.
Education/Experience/Language requirements
Education - Advanced university degree preferably in fisheries studies, development studies or other relevant fields is required.
- University degree (Bachelor’s degree / first level) with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Work Experience
- Minimum five years of experience in fisheries and aquaculture management with focus on fisheries policy analysis is required.
- Minimum three years of international experience in capacity building activities in the area of EU funding is required.
- Previous experience in the area of fisheries and aquaculture in any EU Member State is strongly desirable.
Language Requirements - Fluency in English (speaking, reading and writing) is required
