Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
- The UN Women Somalia Strategic Note 2022-2025 articulates the entity’s strategic direction, objectives, and approaches to support efforts to achieve gender equality and empower all women and girls, including women’s full enjoyment of their human rights. It outlines how UN-Women will leverage its normative support functions, UN system coordination and operational activities, as mandated by its founding resolution, in an integrated and mutually reinforcing manner in support of transformative results. The SN also contributes to the implementation of the 2030 Agenda as well as other normative frameworks including the UNSCR 1325, CSW, Beijing declarations etc. Accordingly, UN Women Somalia program focuses, among others on key areas under the triple nexus mandate, encompassing normative, coordination, and operational activities.
- UN Women Somalia is currently implementing the Women, Peace and Protection (WPP) program jointly with UNDP and UNSOM. The program has contributed towards making women and girls safe from the rampant cases of SGBV, CRSV and other harmful practices through capacity building and technical support in victim/survivor centered and gender responsive Early Warning System (EWS). Protracted conflict in Somalia has resulted in widespread sexual violence against women, men, boys and girls although women and girls remain particularly at risk. Continued insecurity, weak rule of law and lack of humanitarian access has aggravated sexual violence. Gender inequality, power imbalances, slow progress in fulfilling its obligations contained in international human rights treaties, displacement of large populations and the return of refugees all contribute to a protection environment that leaves women and girls especially vulnerable to gender-based violence (GBV) and conflict related sexual violence (CRSV).
- The WPP joint program also supports the Somali government to advance its commitment to WPS agenda, effective the first National Action Plan on UNSCR 1325 and subsequent five National Action Plans at the Federal Member States specially in preventing SGBV and CRSV through strengthening Early Warning System. In this background, UN Women Somalia is seeking to hire a National Consultant to support capacity-building efforts of the key stakeholders including security actors, government staff, peace actors and civil society organizations on the newly endorsed Standard Operating Procedures (SOP) on Early Warning System (EWS) in general focusing on prevention of GBV and CRSV.
- The consultant will be reporting to the Country Program Manager, and will be supported by WPP International Program Specialist, who will be the point of contact on the contract and payment issues.
Description of Responsibilities/ Scope of Work
- The main objective of this consultancy is to provide technical support to Ministries of Family/Women in the five FMS to develop, contextualize and endorse the draft Standard Operating Procedures (SOP) on Early Warning Systems focusing on SGBV and CRSV and to build capacities of the most relevant stakeholders including peace actors, security sector institutions, CSOs etc to operationalize the SOPs over the next two years as and when required.
The specific objectives are:
- Support improvements to the Early Waring System’s analytical methods, tools and outputs, including situation reviews, research reports and policy briefs.
- Support to develop and endorse contextualized Early Warning SOPs at five FMS of Somalia in line with the SOP endorsed by the Federal Ministry.
- Provide institutional capacity development support to enhance the EWS, including through customized capacity development trainings to major stakeholders like police, government staff and CSOs.
- Design and deliver Training for Trainers (ToT) to relevant stakeholders as and when needed.
- Develop medium and long-term action plans to improve the sustainability of the EWS and enhance collaboration with key stakeholders at the national and sub-national level.
Deliverables:
- UN Women Somalia does not commit to any specific number of days to engage with the selected consultant when his/her service is not required. Number of workdays will be determined each time the selected consultant is engaged to deliver a service and will be compensated against the daily rate agreed on the outset of the consultancy.
- Based on the kind of services delivered; the selected consultant is expected to submit the following deliverables to qualify for payment:
- Agendas, schedules, workplans etc;
- PowerPoint presentations and any other relevant presentations;
- Evaluation forms and evaluation reports;
- Assignment reports;
- Attendance sheets, photos, videos etc.
Education and Certification:
- A Master’s Degree or equivalent in gender/women’s studies, peace studies, international development, conflict studies, Law, Access to justice, social sciences, human rights, or a related field is required.
- A first-level relevant university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 5 years of relevant work experience is required including in developing Conflict Early Warning System(s), developing SOPs, delivering capacity-building initiatives.
- Strong understanding of the Women, Peace, and Security Agenda, normative frameworks, and Women Peace and Security programming.
- Strong understanding of CRSV and GBV normative frameworks and programming.
- Proven experience developing and working with victim/survivor centered and gender responsive conflict early warning system and conflict data analysis.
Languages:
- Fluency in written and spoken English and Somali is required.
