  1. BACKGROUND

The Jordan Health Fund for Refugees program (JHFR), jointly funded by Canada and other donors, aims to improve refugee access to the Jordan’s Ministry of Health (MoH) primary and secondary health services at facilities for refugees, and the quality of the services offered. In addition to increasing access to public healthcare facilities for refugees and vulnerable Jordanians, the JHFR also contributes to the strengthening of the Jordanian public health system through investing in the capacities of the Ministry’s personnel and the infrastructure of health facilities.

Established in 2021 within the MoH, the Projects Management, Planning, and International Cooperation Directorate (PMIC) focuses on developing strategies for effective health program implementation and global partnerships. This directorate plays a pivotal role in ensuring the effective planning and implementation of projects under the JHFR framework, strengthening the MoH’s capacity to respond to both refugee and host community needs.

  1. OBJECTIVE OF THE CONSULTANCY

The primary objective of this consultancy is to support the PMIC in identifying their capacity development needs and support in identifying experienced trainers and specialists to implement a comprehensive Capacity Building plan.

All activities will be conducted in close coordination and cooperation with the Head of the PMU to ensure alignment with the Ministry’s strategic goals and priorities.

  1. DESCRIPTION OF TASKS AND DELIVERABLES

The Consultant will:

  • Conduct a detailed capacity development/ training needs assessment for the PMIC in consultation with the team.
  • Create a detailed Capacity Building plan, including timeline, target groups and focus topics.
  • Draft Terms of Reference for each subject-matter expert/trainer needed to deliver the plan and participate in the selection process.
  • Establish overall performance indicators to monitor the success of the Capacity Building plan and propose changes when needed.
  • Implement pre and post training evaluations for the trainings and the trainers, ensuring data feeds into the Capacity Building performance framework.
  • Manage and monitor the roll-out of the Capacity Building plan, ensuring milestones are met.
  • Provide tailored mentoring and coaching to enhance team performance and ensure knowledge transfer and sustainability.

All tasks will be carried out in continuous consultation and cooperation with the Head of the PMIC to ensure alignment with the Directorate’s priorities and context.

  1. CONSULTANT PROFILE
    1. Education
  • A minimum of a bachelor’s degree in public health, Health Systems Management, Organizational Development, International Development, or a related field.
  • A master’s degree in a relevant field is considered an asset.
  1. Experience and Skills
  • Proven experience in conducting needs assessments and develop training plans accordingly.
  • Strong experience in designing, delivering, and evaluating training programs for capacity building, particularly in the health sector or with public agencies in Jordan.
  • Experience in project management, strategic planning, and M&E.
  • Strong analytical and mentoring skills.
  • Strong leadership, coordination, facilitation, and negotiation skills.
  1. Language
  • Fluency in Arabic and English – speaking, reading and writing.
  1. ADMINISTRATIVE ARRANGEMENTS
  • The Consultant will be contracted under the ‘Middle East Field Support Services Project’ (ME-FSSP), being implemented in Jordan by Cowater International, for Global Affairs Canada. The contract will be administered through the ME-FSSP.
  • The Consultant will be responsible and accountable for the deliverables under this contract to the health team of Canada’s Jordan Development Program, at the Embassy of Canada in Amman. The Consultant will work closely and collaboratively with MoH officials and the Director of the PMIC.
  • Work will be performed out of the MoH’s premises or the Expert’s own office, and the Expert will be responsible for providing all required overhead, including maintaining internet access and an email account.
  • When not operating from the MoH, the Expert is expected to use their own workspace, equipment and materials (office space is not provided).
  • The Expert will be paid according to the agreed-upon daily rate based on the level of effort reflected in the monthly financial timesheet and reports. Activities and services rendered should be in line with what has been approved by the health team of Canada’s Jordan Development Program, at the Embassy of Canada in Amman.

ABOUT THE MIDDLE EAST FIELD SUPPORT SERVICES PROJECT

Launched in December 2021 and implemented by Cowater International, the Middle East Field Support Services Project (ME-FSSP) serves to support the international assistance humanitarian and development objectives of Canada’s Middle East Strategy by providing administrative, financial, procurement, and logistical services in Jordan, Iraq, Lebanon and the region. The ME-FSSP also supports Canada’s regional development programmes through the provision of technical specialists in multi-sectors and thematic areas including, gender equality, governance and human rights, environmental sustainability and climate action.
