About this Role:

The Chief, Health Information Management Division, (HIMD), is responsible for the collection and exchange of data between DHCS and external stakeholders. The Chief, HIMD, ensures compliance with federal and state standards and regulations that include but are not limited to the Health Insurance Portability and Accountability Act of 1996 (HIPAA), Interoperability and Patient Access Rule, California Health and Human Services Agency Data Exchange Framework, and Medicaid Information Technology Architecture (MITA).

Additionally, the Chief, HIMD, leads the development of policy and data presentation processes using business intelligence tools that support key policy initiatives, such as California Advancing and Innovating Medi-Cal (CalAIM) and the Home and Community-Based Services (HCBS) initiatives.

The Chief, HIMD, collaborates and coordinates with DHCS program partners and external stakeholders such as federal and state health care officials, the Legislature, other departments/agencies, and provider and patient advocacy groups.

The Chief, HIMD, also represents the Department on various private, state, and federal committees and work groups, and serves as the HIMD policy advisor to the DHCS Directorate and Deputy Director and Chief Data Officer (DD/CDO), EDIM.

The Chief, HIMD, works under the general direction of the DD/CDO, EDIM, and is a member of DHCS Executive Staff.

This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to the department’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A – Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B – Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C – Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong leadership, interpersonal, and problem-solving skills.
  • Demonstrated ability to develop and implement changes to policy consistent with applicable laws, rules, and regulations.
  • Demonstrated knowledge of reporting standards and regulations, including HIPAA, Interoperability and Patient Access Rule, CalHHS Data Exchange Framework, and MITA.
  • Demonstrated knowledge of information technology and interoperability.
  • Demonstrated ability to lead change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies.
  • Demonstrated ability to analyze complex issues and develop effective courses of action to solve them.
  • Demonstrated ability to make planned and impromptu presentations before a group of individuals on diverse, complex, and highly sensitive issues.
  • Demonstrated ability to collaborate and communicate effectively across high levels of government, external organizations, providers, industry associations, and members.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

Each applicant for this examination must complete and submit his/her responses to all five supplemental application items. Supplemental Application Item responses and a completed STD 678 Examination/Employment Application must be postmarked, personally delivered, or received by mail on or before the final filing date. Supplemental Application Item responses may be submitted with an Electronic State Employment Application when applying for this position through your Applicant Account at www.CalCareers.ca.gov.

When responding to the supplemental items, applicants must follow these guidelines:

  • Responses must be typewritten on 8 1/2″ x 11″ paper, using no smaller than a 12-point font.
  • Responses to the five supplemental application items must be limited to a total of four pages, single-sided. Therefore, the supplemental application document must not exceed four pages.
  • Identify each page with his/her full name.

1. Describe your leadership experience, skills, and demonstrated ability, using specific examples, to effectively lead, direct, and motivate team members at all levels of an organization to achieve a common goal.

2. Describe your experience with effectively engaging, collaborating, and communicating with internal partners and external stakeholders from various organizations to align the organization’s strategic objectives with each stakeholder’s varied priorities. Responses should include examples of your experience as it relates to data/information management.

3. Describe your experience, including specific examples, implementing a significant change initiative, demonstrating your ability to analyze complex problems, implement an effective course of action, and evaluate success.

4. Describe your knowledge and experience related to organizational data quality processes and policies. In your response, please provide specific examples that demonstrate your knowledge and experience in developing policies related to organizational data and oversight.

Provide specific examples of how you have addressed inequities in the workplace or in programs and how you have supported diversity, equity, and inclusion for employees.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. This position may be eligible for telework up to five days a week, contingent on operational business needs. Telework is available to California residents, and proof of residency may be required. The amount of telework is at the discretion of the Department and is subject to change.

The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
