Job Description:

The Oregon Liquor and Cannabis Commission (OLCC) is currently seeking a Chief Information Officer (Chief Information Manager 3). Who are we?

The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.

The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.

The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores. OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.

The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products. The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon.

What will you do?

As our Chief Information Officer (CIO), you will set the strategic direction for our agency’s information technology resources. You will serve a critical role in establishing and following technology standards and collaborating with other agencies and partners to leverage efforts in maximizing information technology opportunities. You will continue the implementation of our Information Technology (IT) modernization projects to improve the agency’s business operations, data quality, systems security, and customer service capabilities. You and a highly skilled staff of professionals will be responsible for providing end-to-end technical services in support of the agency’s mission and goals. You will recognize the value of individual, generational, and cultural differences and create a work environment where diversity, equity and inclusion are valued.

What are some of the supporting duties?

• Serve as a member of the agency executive leadership team in the identification, prioritization, and funding of technology derived from the agency’s goal and strategic plan using IT governance practices.
• Develop and execute a strategic technology plan aligned with the overall mission of the agency.
• Direct and oversee the monitoring of IT projects and initiatives.
• Provide oversight and supervision of IT managers accountable for subordinate IT professionals.
• Develop and manage the IT biennial budget, in addition to any budgets for grants or indirect funds.
• Identify technology key performance indicators (KPIs) and track/report progress on the established metrics over time.
• Manage IT assets through administration of best practices including financial and inventory management supporting the asset lifecycle.
• Promote and foster a diverse workforce and a workplace free of harassment and discrimination.

What do you need to qualify? (Minimum Qualifications):

Seven years of supervision, management, or progressively related experience.

OR

Four years of related experience and a bachelor’s degree in a related field.

• Extensive knowledge of information technology policies, practices, and processes, specifically as it relates to data security, application development (including methodologies like agile, spiral, waterfall, etc.), IT infrastructure management, and IT policy & governance.

• Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
• Ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
• Experience relevant to successfully lead the implementation of our Distilled Spirits Supply Chain (DSSC) system which is comprised of a Warehouse Management System (WMA), a Point of Sale (POS) system, and an Enterprise Resource Planning (ERP) system.

• Telework: After an initial training period, this position may be eligible for a flexible hybrid work schedule, however weekly in-work will be required. This position is not eligible to be fully remote. The position is based at our Milwaukie, OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland, OR, by the end of 2026.

• The salary listed is the non-Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
