- This position is eligible for OITS’s hybrid work program. The candidate must work in the office three days a week. The supervisor and business needs will determine the hybrid schedule.
Compensation:
- Annual Salary/Hourly Rate: $140,000 -$156,000/Annually
Note: Salary can vary depending upon education, experience, or qualifications.
Position Summary:
The CITA, in consultation, collaboration and deferment to the C-Level service owners, assists in proactively and holistically documenting a formal Enterprise Architecture (EA) program which includes business, information, solutions, application, technical and security architecture. The CITA, in collaboration with the C-Level service owners assist IT leaders with enabling future-state IT capabilities that, in turn, drive the organization’s targeted outcomes through the choice of programs, projects and initiatives the organization chooses to invest in.
This role requires the technical subject matter expertise necessary to assess and advise on predictable enterprise-level solutions which utilize distributed processing to meet both the business and technology needs of the State of Kansas. Skills include experience with development, documentation, research, process and pattern implementation with current toolsets and principles. Also requires substantial communication and interpersonal skills and collaboration abilities, to interact with all IT teams across the State of Kansas.
Additionally, the CITA assists, in consultation and collaboration with C-Level service owners to assist in the development of strategic planning initiatives that focus on goals and outcomes at various levels within State of Kansas enterprise IT. This includes both long- and short-term strategic planning documents, governance documents, policies, standards, and guidelines. The CITA leads the Kansas Information Technology Office (KITO) in the IT project approval and legislative reporting processes.
Required skills:
- Develop, propose, monitor, and/or maintain, in collaboration, creation and development with C-Level service owners, the following for the Information Technology Executive Council:
- In Collaboration with the C-Level Service owners for applicable policies regarding, Information technology resource policies and procedures and project management methodologies for all state agencies.
- In Collaboration with the State Chief Technology Officer, an information technology architecture, including telecommunications systems, networks and equipment, that covers all state agencies.
- In Collaboration with the State Data Officer, the Standards for data management for all state agencies.
- In Collaboration with Enterprise PMO, a strategic information technology management plan for the state in partnership with other IT leadership.
- Serve as Secretary to the Information Technology Executive Council.
- The CITA shall lead the Kansas Information Technology Office (KITO).
- Assist agencies in following proper state IT project methodology.
- Present IT project status updates to Joint Committee on Information Technology (JCIT).
- Serve as a point of contact to facilitate collaboration with agency stakeholders and IT service delivery owners to meet business objectives.
- Leads the analysis of business and operating models, market trends and the technology industry to determine their potential impact on the enterprise’s business strategy, direction, and architecture.
- Scans emerging technologies and the business ecosystem for major disruptive technology and nontechnology trends (trendspotting) that affect business. Provides practical advice and best practices to take advantage of new, or emerging, opportunities and deliver the expected business outcomes.
- The CITA shall, in collaboration with Executive Branch Agencies, Non-Cabinet Agencies, Board of Regents, coordinate the executive branch 3-year IT plans on an annual basis.
- Utilize the 3-year IT planning process, IT project monitoring, and other methods, in consultation with OITS leadership to look for opportunities for enterprise services, platforms, or other solutions to leverage economies of scale and efficiencies.
- Acts as a trusted advisor by providing consultative advice to business leaders and organizational stakeholders who seek actionable recommendations in order to make investment decisions about the next business and operating model for their organization, using technology to make that change happen that aligns with the state architecture.
- The CITA shall lead and support the efforts of the Kansas Technical Architecture Review Board (KTARB).
Qualifications:
- Master’s or Bachelor’s degree in computer science, computer engineering, electrical engineering, system analysis or a related field of study, or equivalent experience.
- Seven or more years of experience in at least three disciplines such as business, information, solution or technical architecture, application development, middleware, cybersecurity, information analysis, database management or operations in a multitier environment.
- Five or more years of business experience in strategic and operations planning and/or business analysis.
- Demonstrated experience in advanced architectural practices and techniques with emphasis on reliability, scalability and reuse.
- Knowledge of business models, operating models, financial models, cost-benefit analysis, budgeting and risk management.
- Familiarity with information management practices, system development life cycle management, IT services management, infrastructure and operations, and EA and ITIL frameworks.
- Knowledge of business ecosystems, SaaS, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Cloud Architecture, Hybrid Architecture, LAN/WAN Architecture, SOA, SD-WAN, Identity and Access Management (IAM), SDLC, APIs, open data, microservices, event-driven IT and predictive analytics.

Necessary Special Requirements: Ability to obtain and retain an OITS Security and KCJIS clearances are requirement of employment and continued employment.
