About HALO Trust:

The HALO Trust is the world’s largest international humanitarian Mine Action Non-Governmental Organization (NGO). HALO’s mission is to save lives and restore communities affected by Explosive Remnants of War (ERW), including landmines, aircraft and cluster bombs, artillery projectiles, rockets and missiles, and improvised explosive devices (IEDs). Established in Afghanistan in 1988, HALO now employs nearly 10,000 staff across 28 countries and territories.

HALO’s Syria Program:

HALO’s program in Syria was established in 2016 and is coordinated from offices in Amman, Jordan, and Syria. HALO conducts its projects in Syria through national NGO partners and a HALO Field Office in Kelli, Idleb. Current projects in Syria include Explosive Ordnance Disposal (EOD), Non-Technical Survey (NTS), and Explosive Ordnance Risk Education (EORE).

About the Role:

The Chief Medic is responsible for ensuring the efficacy, efficiency, and effectiveness of the program’s medical matters and all medically trained personnel at each of the locations, as well as their equipment and training to deal with operational accidents or emergency situations. In addition, provide general care to operational and administrative staff when required, managing medical and health needs, administering medications and advising on occupational health.

The position is based in the programme’s Idleb office and will require approximately 50% of time to be spent in the field.

Responsibilities:

• Comply with HALO Standard Operating Procedures (SOPs), particularly those relating to Casualty Evacuation (CASEVAC), Medical Management and Health, ensuring that the standard is applied at all locations.
• Carry out regular visits to HALO areas of operations, oversee CASEVAC practices in the field.
• Be in immediate contact with staff medical cases as and when they arise, record and support with appropriate treatment to the organisation’s personnel when necessary.
• Communicate to the Human Resources Management everything related to the health status of the personnel, delivering continuous reports of disabilities due to work related injuries or illness, in cases of reinstatement report the medical recommendations generated.
• Actively supervise the training of first responders, manage training plans, and oversee evaluations of medical training given to operational personnel.
• In the event of an accident, provide support and guidance (in-person or remotely), conduct follow-up assessments at local hospitals with medical staff to evaluate further treatment as needed.
• Ensure that the medicines stored and recorded in the places are the necessary quantities of stock, in order not to waste on the acquisition of medicines or unnecessary quantities.
• Establish a surveillance plan for diseases presented by workers and ensure compliance in the workplace.
• Provide a liaison with the global Head of Medical and the UK Medical Board, in order to ensure that all lessons learned during medical visits are applied throughout the programme.
• Actively participate in the Strategic Road Safety Plan by providing support to medical screening of drivers.
• Apply quality internal audit tools in visits to each site.
• Fulfil all obligations of their employment contract, the policies of the Organisation and the responsibilities of their position.
• Understand, sign and comply with the stipulations of the Driving License Form, in case of driving a vehicle of the Organization.
• Carry out periodic checks of hospitals local to areas of operations and their capability to support varying degrees of severity in the case of an accident.

Requirements

EDUCATION

• Professional doctor ideally, or a senior nurse with experience in managing trauma
• Pharmacology (preferred but not essential)
