Bosnia and Herzegovina (BiH) faces significant child protection challenges, exacerbated by its complex post-conflict recovery, socio-economic disparities, and governance structures. The country’s multi-layered government system creates inconsistencies in child protection policies, resulting in uneven implementation of laws and services across regions. Violence against children remains a pressing issue with existing gender disparities. Domestic violence, physical punishment, and psychological abuse are widespread, with many cases going unreported. Children in BiH, especially those affected by conflict, displacement, and poverty, face mental health challenges such as trauma, anxiety, and depression. However, access to child-specific mental health services is extremely limited. The stigma around mental health further discourages families from seeking care for affected children. A high number of children are placed in institutional care, often due to poverty or family breakdown rather than neglect or abuse. Furthermore, the justice system requires adaptation to meet the needs of children in contact with the law regardless of their age, gender, ethnicity, nationality, disability, socioeconomic background or any other status. The limited capacities of institutions cause an inadequate response to the needs of migrant, refugee and asylum-seeking children, as well as the integration of children on the move into existing protection and service delivery systems. The lack of legal regulations and access to durable solutions for children on the move, exposes them to risks and increases vulnerability in relation to trafficking, abuse and violence.
In the 2026-2030 UNICEF Country Programme for Bosnia and Herzegovina deinstitutionalization, ending violence against children and ensuring equitable access to justice for all children are at the core of the child protection component. The objective is that children, especially the most vulnerable, benefit from enhanced access to social welfare, care and justice systems to ensure their right to protection from violence, abuse and exploitation. A holistic systems-strengthening approach is applied for the improvement of structures, functions, capacities, continuum of care, process of care, and accountability of the child protection system across the social welfare, care and justice sectors.
The Child Protection Specialist will have the responsibility of overseeing the child protection programme, offering guidance, direction and leadership to the child protection team, and working cross-sectorally towards the vision of the 2026-30 Country Programme and the delivery on the three leadership areas.
How can you make a difference?
The Child Protection Specialist manages the Child Protection Section and reports to the Deputy Representative for guidance and general supervision.
The Specialist supports the development and preparation of the Child Protection programme(s) and is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes. H/She facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm as established under the Convention on the Rights of the Child, international treaties/frameworks, and UN intergovernmental bodies.
