Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – need humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Child Protection System and Information Management manager is a cluster coordination team member of the Child Protection Area of Responsibility. The purpose of this post is intended to collect, analyze, document, share and develop Information Management practices for the Child Protection sub working Group to make informed, evidence-based, strategic decisions and shall be the Inter Agency system admin role for CPIMS (PRIMERO) and provide adequate support to all partners using the CPIMS+.

The role holder is expected to ensure information management deliverables are completed on a timely basis and of quality, communicate with members and other stakeholders to gather data (assessments, reporting, etc.) and complete products that outline coverage and gaps. The Information Management officer will gather, analyse, present and disseminate relevant information to Child Protection AoR members including maintaining 5Ws and maps and infographics production.

Other tasks include participation and facilitation of certain meetings and sub-working groups. In addition shall strengthen the CPIMS+ v2.0 as a Case Management tool and ensure that the CPIMS+ facilitates efficient and effective case management for individual vulnerable children; the data collection, quality and security to is enhanced to promote the principles of confidentiality, informed consent and need-to-know and ensure that the diverse information needs relating to cases in the system are captured to provide comprehensive data on the situation of vulnerable children in North East Syria.

The incumbent will take the role of Inter Agency focal point/System Administrator for support, interaction with CPIMS+/Primero technical teams, CPIMS+ Steering Committee and helpdesk.

Responsibilities:

1. Data Gathering, Tools and Process

AoR IM Tasks

  • Proactively gather information from CP AoR partners which may be of use to the Child Protection sub working Group for informing decisions, including violations against children’s data and needs assessments.
  • Identify secondary data and information sources as part of the HNO development.
  • Maintain an updated Child Protection sub working group secondary data review sheets.
  • Adapt appropriate existing IM tools including those available in-country (including from other sectors) and global level and utilize them in disseminating information among AOR partners.
  • Identify barriers for information collection, analysis, and sharing and work with the AoR coordinator and WOS CP AoR IM to develop appropriate supportive strategies to mitigate them. This can include convincing agencies of the purpose and importance of collecting and sharing data/information by providing a timely, added value service to all stakeholders

CPIMS-PRIMERO

  • Provide strong data and information management and reporting of FTR processes based on key indicators of the programme and program SOPs.
  • Protecting the confidentiality of the case information – focal point for audit process
  • In charge of maintenance and configuration of the system.
  • Produce IA CPIMS+ Monthly snapshots and bi-annual data analysis and reports.

2. Needs Assessment

AoR IM Tasks

  • As appropriate, design data collection tools, ensuring that the purpose and use of all data collected is clear, questions are simple, clear, and easily collatable, highlighting where potential problems might arise.
  • Organize and manage the data input and initial analysis and presentation of data for the AoR members.
  • Lead on compiling assessment results from all partners and analyze the information coming out of these assessments in reader-friendly tools.

CPIMS-PRIMERO

  • Liaise with PRIMERO Members Informational Management and CPIMS focal to list all indicators to be measured with CPIMS+ as a data source per location per grant.
  • Develop feedback that supports in collecting gaps and updates needed for the PRIMERO system. Run the Demo site before applying all changes.
  • Conduct quarterly data risk management using the tool in place to identify gaps and propose recommendations including lessons learnt on the use of the CPIMS+ v2.0

3. Monitoring

AoR IM Tasks

  • Manage the (5Ws) database and derivative products, such as maps and dashboards.
  • Identify needs and gaps for the sector.
  • Inventory relevant common Sub working group data sets, including population data disaggregated by age and sex.
  • Manage data on the humanitarian requirements and contributions.

CPIMS -PRIMERO

  • Ensure all cases within the system are appropriately coded and have the correct status (open, closed).
  • Led in tracking case management data trends key performance indicators, deriving monthly, quarterly and annual reports. 
  • Develop a dashboard updated weekly from the system with necessary disaggregation of age, gender and diversity (if relevant)
  • Create and monitor roles and users.

4. Dissemination and Access to Information for Stakeholders

AoR IM Tasks

  • Manage inventory of relevant documents on the humanitarian situation, i.e., mission reports, assessments, evaluations, etc.
  • Develop simple and effective methods to share information in an appropriate way (i.e., not all stakeholders have access to the same type of information systems) using the internet, e-mail groups, skype, hardcopies, verbal feedback at sub working group coordination meetings, and dissemination to affected communities as part of accountability to affected populations; consider translation into local languages as appropriate.

CPIMS -PRIMERO

  • Provision of timely feedback on the system with precision to support fast response.
  • Timely sharing of system updates with all PRMIERO members using all appropriate channels including skype, email, verbal communication. Ensure all communication is translated to the appropriate language.

5. Information Management Intra and Inter-sector Liaison

  • Liaise with coordination forum and IM Focal Points in other sectors share information as appropriate and identify and gather information from other sector which can inform sector response and preparedness decisions.
  • Timely submission of 5W data to the Protection working group IM for consolidation.
  • Work with coordination forum to establish the systems and processes needed for effective information sharing with PWG and AoR partners related to inter-cluster coordination.
  • Liaise with Coordination Forum IM lead on any relevant subjects related to information management and analysis. 
  • Give regular progress feedback to the Case management Task Force by presenting trend analysis and sharing ways of improving data management.
