Metropolitan Human Services District (MHSD) is one of ten Local Governing Entities (LGE) serving persons with Mental Health Disorders, Addictive Disorders and Intellectual/Developmental Disabilities in Louisiana. Legislated by the State and through its Board of Directors, MHSD is responsible for the operation and management of community-based programs and services for the parishes of Orleans, St. Bernard, and Plaquemines.

We are currently recruiting for a Children and Youth Director

The Children and Youth Director is a key member of the Metropolitan Human Services District’s Leadership Team. An ideal candidate should possess strong clinical expertise, demonstrated leadership in managing multidisciplinary teams, the ability to develop and implement evidence-based practices, excellent organizational and communication skills, and a commitment to advancing the well-being of children and youth through innovative and effective programming. This role involves overseeing and implementing mental health, substance use disorders, and co-occurring programming for children and youth within the district. The Children and Youth Director supervises non- prescribing licensed clinical professionals, focusing on skill development and training. Additionally, this position supports the Director of Adult Services in managing clinic services and is responsible for negotiating and monitoring various contracts, including the Graduate Medical Education Programs and other community- based service providers serving children.

Responsibilities:

35% Administrative and Programmatic Oversight:

1. Leadership and Management:

  • Oversee all administrative, programmatic, and professional services related to mental health, addictive disorders, and co-occurring illnesses within the Children and Youth Services Divisions.
  • Ensure that programs and services align with the organization’s mission, vision, and strategic goals, fostering an environment that supports effective treatment and care for youth and children with mental health needs.
  • Share administrative management and supervision of agency Behavioral Health clinics, including data collection requirements.
  • Develop policies and procedures to guide the implementation of programs, ensuring compliance with regulatory requirements, best practices, and industry standards.

2. Training Development and Implementation:

  • Collaborate with the training director to design, develop, and implement comprehensive skills-based training programs aimed at non-prescriber clinicians.
  • Focus on enhancing clinicians’ proficiency in delivering selected evidence-based practices, ensuring adherence to fidelity measures, and improving predictive outcomes for treatments.
  • Regularly evaluate training effectiveness, identifying areas for improvement and updating training content to reflect emerging best practices and research in mental health care for children and youth.

3. Financial Planning and Resource Management:

  • Partner with fiscal operations to assess and identify service needs, plan programs, and develop budgets that align with the goals of the Children and Youth Services Divisions.
  • Recommend hiring and staffing utilization to ensure that resources are allocated effectively and efficiently while maintaining quality care standards.
  • Monitor expenditures consistently to ensure programs operate within the established budget, taking proactive measures to prevent unnecessary financial burdens or overspending.

4. Data-Driven Decision-Making:

  • Collaborate closely with the Quality Data Management (QDM) Division to utilize data analytics and reporting to inform administrative and programmatic decision-making processes.
  • Use data insights to evaluate program performance, identify trends, gaps, and areas for improvement, and implement changes to enhance service delivery and outcomes.
  • Ensure that data-driven strategies are integrated into planning, service delivery, and quality improvement initiatives to optimize objectivity, program effectiveness and outcomes for children and youth.

25% Provide ongoing technical and programmatic support to staff to enhance operational effectiveness and ensure optimal performance across the team. This includes:

1. Recruitment and Staffing:

  • Conduct thorough interviews with candidates to assess their qualifications, skills, and cultural fit within the organization.
  • Collaborate with hiring managers to recommend candidates for hire based on a comprehensive evaluation process.

2. Performance Management:

  • Review and analyze reports and case files to ensure compliance with organizational standards and identify areas for improvement.
  • Evaluate work performance through regular feedback sessions, performance appraisals, and professional development plans to foster a culture of continuous improvement.

3. Licensure and Certification Management:

  • Monitor the expiration dates of clinical staff licenses and certifications, ensuring timely renewals to maintain compliance with regulatory requirements.
  • Facilitate the necessary documentation and processes for renewals, providing support to staff in navigating these requirements.

4. Staff Development and Training:

  • Coordinate with the Clinical Professional Training Program (CPTP) coordinator and Training Director to design and implement relevant training sessions that address the needs of staff.
  • Develop a structured training schedule that promotes skill enhancement and professional growth.

5. Preceptorship Collaborations:

  • Recruit, assign, and monitor preceptorships in collaboration with approved licensure training programs, ensuring that placements align with both educational requirements and organizational goals.
  • Supervise and support preceptors and interns throughout their training, providing guidance and resources to maximize their learning experiences.

6. Ongoing Support and Communication:

  • Maintain open lines of communication with staff to address any concerns, provide guidance, and foster a supportive work environment.
  • Regularly assess the effectiveness of support mechanisms and training programs, making adjustments as needed to meet the evolving needs of the staff and organization

20% Service Monitoring and Community Liaison:

1. Monitor Children Services, including assessments and referrals, addressing concerns between providers:

  • Regularly evaluate the quality and effectiveness of Children Services programs.
  • Conduct ongoing reviews of assessments and referrals to ensure compliance with established standards and procedures.
  • Address any concerns or discrepancies that arise between various service providers, ensuring that children and families receive appropriate and timely care.
  • Facilitate communication among providers to resolve issues related to service delivery, helping maintain culturally relevant, high-quality care standards.

2. Develop and implement contracts to introduce new services to the community:

  • Identify gaps in current service offerings and collaborate with stakeholders to develop programs that meet emerging community needs.
  • Draft, negotiate, and manage contracts with new service providers to expand available resources for children and families that align with the agency’s mission and objectives and meets regulatory and funding requirements.
  • Monitor contract compliance, evaluating the performance of new programs, and making adjustments as needed.

3. Act as a liaison between community service providers and MHSD, representing the District in educational programming related to Children Services:

  • Represent MHSD at community meetings, events, and educational programs to promote awareness and understanding of Children Services
  • Build and maintain relationships with service providers, educational institutions, and community organizations to foster partnerships and enhance service delivery.
  • Provide updates on Children Services initiatives, challenges, and successes, ensuring transparency and accountability.

4. Coordinate and oversee MHSD’s Memorandum of Understanding (MOU) and services provided by LSU and Tulane GMEs, in collaboration with the MHSD Medical Director:

  • Manage the implementation and oversight of MOUs with Louisiana State University (LSU) and Tulane Graduate Medical Education (GME) programs, ensuring adherence to agreed-upon terms and objectives.
  • Collaborate closely with the MHSD Medical Director to align medical education services with the overall goals of MHSD’s Children Services.
  • Monitor the effectiveness and outcomes of services provided by LSU and Tulane, ensuring they meet MHSD’s standards and the needs of the community.

15% Strategic Planning and Policy Development:

1. Plan, Direct, Implement, and Evaluate Long-term Children Services Programs and Policies:

  • Develop and oversee comprehensive, long-term strategic plans for children’s services programs, ensuring alignment with the overall mission and goals of the organization.
  • Regularly evaluate program effectiveness and outcomes, and relevance to community needs, utilizing both quantitative and qualitative data, to adjust strategies and improve service delivery.

2. Respond to Executive Director requests for Service Data, Ensure Compliance with Block Grant Requirements, and Support Local Staff Development and Activities across the Three Parishes Served by MHSD:

  • Coordinate with Executive Team to provide accurate, timely service data and reports, ensuring all requests are met efficiently.
  • Monitor and ensure compliance with federal and state block grant requirements, including financial reporting, programmatic goals, and outcome measures.
  • Collaborate with local staff across the three parishes to identify training needs, provide technical assistance, and develop professional development opportunities to enhance staff competencies.
