The Court of Justice of the European Union in Luxembourg is organising a selection procedure in order
to establish a reserve list of 5 temporary agents1 to perform the duties of Administrator (grade AD 7)
in the Human Resources Directorate, Working Conditions Unit.
This selection procedure does not replace the open competitions run by the European Personnel
Selection Office (EPSO – https://eu-careers.europa.eu/en) for the recruitment of administrator-level
officials at the Court of Justice.
I. PRESENTATION OF THE WORKING CONDITIONS UNIT
The mission of the Human Resources Directorate is to support the strategic objectives and future
challenges of the Court of Justice of the European Union (hereinafter ‘the Court’ or ‘the Institution’) by
providing services that promote an inclusive working environment conducive to fair treatment of staff,
open communication, personal responsibility, trust and mutual respect.
The Working Conditions Unit (hereinafter ‘the Unit’) brings together a variety of tasks arising from the
application of the Staff Regulations of Officials of the European Union, recognised standards on
working conditions, physical and mental health at work, safety and hygiene at work, and best practice
in the social field and well-being at work. The unit is made up of three teams: a) the Ethics and Well-
being team, b) the Work Formulas team and c) the Medical and Social Support team.
The successful candidate will work under the direct supervision of the Head of Unit. Experienced
members will provide training support on arrival.
II. PRESENTATION OF THE POST
The Unit is looking for an administrator who will be in charge of one of the Unit’s teams. The
successful candidate will also provide advice, particularly legal advice, to the whole Unit.
The jobholder’s main tasks will include the following:

• provide advice and technical expertise and contributing to the design of staff policies in areas such
as working conditions, staff integration and welfare, health and social benefits, and the
attractiveness of the Institution as an employer; implementing and monitoring actions and
activities in the areas covered by the unit;
• provide advice, technical expertise and strategic thinking to management and staff on issues
relating to human resources policy and processes, particularly in the area of working conditions;
contribute to continuous improvement and simplification;

• organise quality control programmes to ensure consistency, accuracy and speed of service
delivery and proposing corrective action where necessary;
contribute to the strategic planning of the Directorate’s activities;

• assist the Head of Unit in the coordination, management and administration of the Unit’s activities
• attend external working meetings or conferences to represent the Court in interinstitutional
activities relating to human resources, and participating in exchanges of information to help
rationalise resources, harmonise methods and benefit from the experience acquired by other
organisations or services.
The Directorate promotes the versatility of its staff. The development of each person’s skills and the
broadening of individual know-how are at the heart of its organisation.
In the course of his/her duties, the jobholder will have the opportunity to interact dynamically with a
wide variety of stakeholders (Members of the Court and of the General Court, statutory and non-
statutory staff, human resources, heads of units, etc.).
The successful candidate will need to be flexible, resilient and open to learning new skills in order to
cope with a working environment that is constantly evolving as a result of technological innovations.
III. REQUIRED PROFILE
III.a. Eligibility criteria
• Be a citizen of one of the European Union (EU) Member States;
• A level of education corresponding to completed university studies of at least 4 years attested by a
degree in law2. Equivalent diplomas and titles may also be taken into consideration;
• After obtaining the diploma required under the previous point, candidates must have acquired at
least four years of professional experience;
• Have thorough knowledge of one of the official EU languages (Level C1 at least) and satisfactory
knowledge of French and English (Level B2 at least);
• A good knowledge of French and English is required for service reasons. The French language
requirement is justified by the operational needs of the service. The successful administrator will
be required to maintain contact with other services within the institution, most of which will be in
French. Knowledge of English is necessary, particularly in the context of inter-institutional contacts
and working groups.3 Knowledge of other EU languages will be taken into account.

III.b. Selection criteria
The job requires a high degree of flexibility, a taste for professional diversity and intellectual curiosity.
The jobholder will need to be a good team player and willing to help others, flexible, resilient and
open to learning new skills, as well as having excellent organisational skills and clear written and verbal
communication skills. The handling of sensitive personal data as part of the job requires a high degree
of confidentiality.
The Court will use the following criteria to select the most qualified candidates to be invited to the
tests:
• Professional experience in human resources or law ;
• A good knowledge of the statutory provisions.
Candidates invited to the interview will also be assessed against the following general competences:

IV. SELECTION PROCEDURE
Eligible candidates whose applications are among the best qualified according to the selection criteria
detailed in point III.b, may be contacted in order to verify their language skills, as well as to prove their
professional experience and/or other skills, knowledge and competences. This preselection contact
does not entitle candidates to be invited to the tests.
The 15 eligible candidates whose applications rank among the best qualified in accordance with the
selection criteria detailed in point III.b, will be invited to the tests in order to test the candidate’s
motivation, aptitude and knowledge of the subjects relating to the duties to be performed and the
selection criteria set out in the call for applications (technical knowledge and general skills), as well as
his/her language skills.
The tests will be held in French and English.
V. INCLUSION ON THE RESERVE LIST
The candidates with the highest total points after the interview will be placed on the reserve list, in
alphabetical order.

Candidates are reminded that inclusion on the reserve list does not guarantee an offer of temporary
employment as an agent with the Court of Justice of the European Union.
The validity of this reserve list will expire on 31 December of the year following the year in which it
was established. It may be extended; in such a case, the successful candidates on the list will be
informed.

VIII. CONDITIONS OF EMPLOYMENT
When a post becomes available for the recruitment of a temporary agent, the successful candidate
will be offered a contract as a member of the temporary staff in accordance with Article 2 (b) of the
Conditions of Employment of Other Servants of the European Communities (CEOS) for an initial
period of up to four years, with a probationary period of nine months. He/she will be classified in
function group AD, grade 7. The employment contract may only be renewed once for a maximum of
two years.4

Candidates on the reserve list may also be contacted by the Court of Justice and offered a contract as
a member of the auxiliary contract staff in function group IV5.
The place of employment is Luxembourg, where the Court of Justice of the European Union has its
seat.
To be eligible for appointment, the successful candidate must:
• be available for the job at short notice (no later than three months after the offer of
employment);
• produce references of an appropriate character as to his/her suitability for the performance of the
duties (extract from the criminal record or equivalent certificate, not more than three months old)
and a declaration in relation to interests which might be considered prejudicial to his/her
independence;
• be physically fit to perform the duties.
