GENERAL INFORMATION

PROJECT BACKGROUND

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth,” which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly, more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries development priorities. 

As part of the implementation of the Peruvian NDC targets, GGGI will provide technical assistance to Profonanpe to develop a concept note for an adaptation project/programme.

PROFONANPE implemented the Coastal Marine Adaptation Fund project executed in the cities of Huacho (Lima) and Máncora (Piura), directly reducing the vulnerabilities of 700 people (20% women), from small fishing communities by adopting sustainable fishing practices, diversifying livelihoods, enhancing food security and increasing revenue per ton sold. Likewise, the program allowed the acquisition of Climate-Resilient Fisheries technologies, reinforcing the gender approach in the fishing sector and its involvement in new sources of income associated with artisanal fishing-related entrepreneurship and development of educational frameworks through the ‘Resilient Fishing program’, among others.

This process will take two stages. The first stage will prepare technical inputs to advance in the definition and development of information required for the concept note including development of technical studies and workshops with key stakeholders and the second stage will undertake a prioritized pre-feasibility study and fully develop the concept note of the adaptation project. A consultant will be required to conduct the Activities of the Project and finalize in the preparation of the Concept Note in coordination with GGGI and Profonanpe.

The project components preliminary are:

 

1.  Desing of the Artisanal Fishing entrepreneurship catalytic facility:

Working in partnership with PROFONANPE, along with key Ministries and existing private sector networks, GGGI will design the “Artisanal Fishing entrepreneurship catalytic/financial facility” and incubation and acceleration program to promote technological innovation and enhance entrepreneurship with particular emphasis on artisanal fishing and women- and youth- led enterprises.

The initiative will provide support to entrepreneurs and startups in different stages of growth. For artisanal fishing entrepreneurs and early-stage businesses, the initiative will offer an incubator program. It will provide initial training in key entrepreneurial skills needed to take a business idea to fruition, including the already implemented model of biofertilizer productivity models from fishing waste, tourism, marketing, and traceability in the artisanal fishing value chain for prioritized areas.

Through an ongoing mentoring program, those businesses keen to progress innovative ideas will be supported along their journey to making their ideas a reality. For existing artisanal fishing enterprises to scale up their operations or expand into a new phase or growth area, an accelerator program will be offered to provide technical assistance and seed capital grant funding on a demand-driven basis to the facility to crowd in private investments as well as matchmaking with investors looking to invest in their sector.

 

2.  Strengthen sustainable fishing ecosystem practices, institutional capacities and regulatory frameworks:

Building capacities and tools to promote the (i) implementation of EWS, both at the level of strengthening the institutions capacities and technology that collect and process oceanographic information and strengthening local capacities in the prioritized sites, (ii) replicate and strength adaptation measures (in areas with high levels of artisanal fishing activity), (iii) Incorporate climate change adaptation measures into state management instruments, such as budgetary programs and sectoral strategies, (iv) promote sustainable fishing gear regulatory changes including the regulations that allow mixed sustainable activities such ecotourism, fishing waste.

Therefore, this assignment has three specific Activities:

  1. Conduct field studies and 2 consultation workshops with key stakeholders to identify areas of intervention, verify beneficiaries’ vulnerabilities and validate proposed interventions.

  2. Provide inputs for the Pre-feasibility studies: Design blended finance instrument “Facility” to address identified financial gaps and needs of local fisheries. 

  3. Development and submission of concept note to the GCF.

An Expert Consultant in Adaption is required to support the GGGI team in the implementation of the 03 Activities of the project.

 

OBJECTIVES OF THE ASSIGNMENT

General Objective:

The Consultant will be responsible for providing support to the project by ensuring that the key deliverables outlined below are robustly designed; allows for review of and immediate action for any gaps and/or overlaps; are conducted on schedule; and pertinent documentation is prepared, validated, and submitted on time.

 

Scope of Work

The assignment is breakdown into three components as shown below:

Activity / Component 1. Support the field studies and 2 consultation workshops with key stakeholders to identify areas of intervention, verify beneficiaries’ vulnerabilities and validate proposed interventions.

  • Deliverable 0: Inception and project planning.

  • Deliverable 1: First Report based in the field studies and secondary information with key recommendations, (previous desk review of the Coastal Marine Adaptation Fund Project) as inputs for the pre-feasibility studies and the designing of blended finance instrument “Facility” to address identified financial gaps and needs of local fisheries.

Activity/ Component 2. Drafts of Pre-feasibility study and Concept Note (following the GCF guidelines)

  • Deliverable 2: Inputs and draft preparation of Pre-feasibility studies and Concept Note section prioritized in coordination with the Blue Economy and Sustainable Value Chain Consultant

  • Deliverable 3: First draft of blended finance instrument “Facility” to address identified financial gaps and needs of local fisheries

Activity / Component 3. Development and submission of concept note to the GCF and final pre-feasibility study

  • Deliverable 4: Final report of the blended finance instrument “Facility” to address identified financial gaps and needs of local fisheries.

 

DELIVERABLES AND PAYMENT SCHEDULE

Deliverable 0: Inception and project planning.

 

Hold an inception meeting and prepare and present project planning.

Explanation: Develop a workplan that bears the indicative timelines and responsible parties to accomplish the scope of work. 

  • Illustrate the detailed methodology/ies and approaches to be undertaken in the execution of the assignment.  

  • Point out any anticipated challenges, risks, and bottlenecks and bring them to attention to GGGI for their attention or action (if within GGGI power).

Deliverable 1: Consultation workshop preparation

 

Prepare field visits Huacho (Lima) and Máncora (Piura) and two roundtables’ consultations to collect information for the “Facility” design

  • Identify main stakeholders of the project (linked to the facility design)

  • Provide inputs for preparing the data collection tools for gathering information (primary and secondary) for the pre-feasibility studies

  • Support the organization and stakeholders’ roundtables consultations

1.1. Report on stakeholders’ identification and consultations planning and first round of meetings

 

Deliverable 2: Draft preparation of Pre-feasibility studies and Concept Note section prioritized.

 

Support the development a draft report on the project/programme overarching elements, prioritized Concept Note sections, and pre-feasibility studies (complete sections in the Concept Note / Prefeasibility studies writing regarding Financial Mechanism).

Explanation: 

  • Initial project/programme overarching elements (alignment of prioritized Peruvian NAP sector(s) and GCF’s theme(s) and result area(s), prioritized intervention territories, GCF’s financial instrument(s) to access, and options of roadmaps to finance the development of the project) will be finalized and agreed by Profonanpe and GGGI for develop the project/programme components, logical framework, climate rationale, objectives, theory of change, expected results, among others, as well as, identified list of potential pre-feasibility and feasibility studies (aligned, as appropriate, with the GCF Concept Note Template sections A, B and D: https://www.greenclimate.fund/document/concept-note-template).

  • The consultant will prepare meeting minutes that at least include date, summary points discussed, agreements, responsible parties, and participants.

2.1.   Draft report on the project/programme overarching elements and prioritized Concept Note sections linked to the Financial facility

2.2.   Pre-feasibility study Draft Report (see Annex 1: Example of a Structure of a pre-feasibility Report).

2.3.   Compilation report of meetings including presentations, agendas, and meeting minutes, with Profonanpe-GGGI and relevant stakeholders in the field linked to the Facility.

2.4.   Prepare a detailed report with main findings and recommendations (regarding climate adaptation finance).

Roundtable and Consultations:

  • The consultant will hold meetings with Profonanpe and GGGI to provide feedback on the Consultant’s proposed methodology and approach for each roundtable and consultation.

  • The consultant will prepare the presentation and agenda.

  • The consultant will validate the presentation and agenda with GGGI and Profonanpe.

  • The consultant will prepare meeting minutes that at least include the date, summary points discussed, agreements, responsible parties, and participants.

  • The consultant will prepare summary reports for each roundtable and consultation that at least include the date, summary points discussed, recommendations, conclusions, and participants.

 

Final Presentation: 

  • Present the technical inputs to develop blende finance instrument “Facility” for the adaptation project

  • The consultant will prepare the presentation and agenda. The presentation should include the comments and observation of the consulted stakeholders.

  • The consultant will validate the presentation and agenda with GGGI and Profonanpe before the final presentation.

4.1   Final report of the blended finance instrument “Facility” to unlock financing and contribute to address local fisheries.

Reporting Arrangements:

  • All deliverables must be in Spanish and the Pre-feasibility Report (facility design and financial inputs) and Final Report of the Facility in English too, in accordance with GGGI’s formatting requirements, and submitted in hard copy and electronic formats, along with complete sets of raw data, research materials, and interview notes.

  • Roundtables/workshops/consultations that require venue and coffee breaks are not covered by the Consultant. It will be coordinate and covered by GGGI

  • Travel costs to the field are included in the total amount of this consultancy.  The consultancy fee is a lump sum amount.  

  • It is expected that the Consultant will work a maximum of 65 days during a period the contract.

  • Deliverable will be reviewed and approved by the GGGI project manager.

  • Final approval is granted once the corrections suggested in the review process are implemented.

 

COORDINATION AND COMPLIANCE
  • The consultant will work with the GGGI staff project and will report to the Project Manager.

  • The consultant must include editable and pdf versions.

  • All deliverables and progress versions will be uploaded, well-organized and stored in a cloud defined by Profonanpe and GGGI

EXPERTISE REQUIRED
  • A relevant Master’s degree or equivalent in the areas of climate change, climate finance, sustainable finance and economy areas and any other pertinent degree or area directly related to this project scope.

  • At least 5 years of relevant demonstrated experience related to climate adaptation finance, public and private financing.

  • As a minimum, the specialist should provide 3 project reference in the last 3 years related to designing or preparation of climate finance instruments or financial mechanisms.

  • Familiarity with Peru’s NDCs, adaptation climate change and environmental policies and the financial mechanisms in Peru and the region.

  • Proven capacities to facilitate participatory processes, workshops and working sessions with stakeholders.

  • Experience in developing concept proposals for the GCF will be an asset.

 

KNOWLEDGE AND SKILLS
  • Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.

  • Skills in working with multidisciplinary groups.

  • Negotiation, promotion, and conflict resolution skills.

  • Fluency in Spanish and English.

  • provide the sustainability of those climate results overtime, once GCF exits the project.
