Applications are requested from suitably qualified Sierra Leoneans to fill the position of ‘****Area (Cluster) Programme Managers’ in Mandonkama and Sanda Tendaren / Sanda Loko and Sella Limba Chiefdoms respectively

PURPOSE OF THE POSITION:

To provide leadership and management to Area programmes of two (02) or more by ensuring that allocated Area Programmes resources are used as per World Vision Sierra Leone and World Vision International policies, procedures and standards to attain quality program performance.

MAJOR RESPONSIBILITIES:

  • Ensure that all two (02) or more Area Programmes yearly planning and budgeting process is done in a participative and inclusive approach with all partners (Government, Churches, local NGO, Community Base Organizations….) for quality and sustainable development
  • Coordinate properly and timely implementation and monitoring of development and grants programs/projects within the Area Programme as indicated in Detail Implementation Plan.
  • Oversee evaluation and baseline processes of the Area Programme following World Vision Sierra Leone Programme Office and Word Vision standards, tools and guidance
  • Enforce stewardship and accountability by ensuring that financial and material resources are efficiently and effectively utilized following World Vision Sierra Leone programme Office related policies and procedures within the programme areas for the intended purpose
  • ·Facilitate integration and implementation of transition plans, disaster preparedness plans and development of local institutions (Community Base Organizations, Faith Base Organizations, District Assembly, Municipal Council, State Services….) of the Two (02) or more Area Programmes for sustainable development.
  • Ensure that sponsorship and child protection standards are adhered to and they are adequately integrated into programming for community transformation.
  • Ensure staff capacity & skills development and performance management (including timely review and performance appraisal) in the Area Programme
  • Facilitate and strengthen networking relationships with government, church, faith-based organization leaders and other key partners and assure World Vision Sierra Leone Programme Office representation in the Districts Assemblies and Services within the two (02) or more Area Programmes. Prepare and submit quality and timely monthly, quarterly, bi–annual and annual Area Programmes narrative and financial reports as well as semi-annual and annual Child Well Being Target reports for each of the 2 or more Area Programmes
  • ·Ensure that audit recommendations are timely responded to, fully implemented and progress is reported quarterly to Head Office Audit Manager through the Regional Operations Manager and the Operations Director.

QUALIFICATIONS: EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: BA/BSc Degree in Economics, Agriculture, Business administration, Development studies/planning, Social Science or other related field.
  • Technical Training qualifications required: Professional technical skill desired in at least one of the following: (Education, Health, Livelihood or WASH)
  • Experience: 3 years in program/project Management and Implementation

Other: Working experience in community development is preferred
