LOCATION: Based in Erbil, travel to governorates of the Kurdistan Region of Iraq (KRI): Duhok, Erbil, Sulaimaniya, and Halabja.

KEY RESPONSIBILITIES
Reporting to the Team Leader, the Co-team Leader will assist on providing backstopping and hands-on technical supervision and support for the Project’s four work packages (WP), please see outline below;
- WP1: Enhancing the Managerial and Teaching Capacities of the Directorate of Training of Trainers Academy Kurdistan Region and VTCs, with a main focus on newly established VTCs in KRI.
- WP2: Design and implement short-term vocational training programmes.
- WP3: Placing vocational training participants into internships with employers.
- WP4: Design and execute a pilot of the Dual Vocational Training Scheme in KRI.
Responsibilities will include:
- Supporting project team leader in coordinating and overseeing the implementation of all four WPs as well as all cross-cutting topics
- Supporting monitoring and evaluation procedures
- Deputising team leader (especially when team leader is not present in KRI)
- Ensuring effective communication between staff in KRI and outside of KRI
- Act as the primary in-country liaison between the project team, national stakeholders, and local partners
- Establishing relationships and maintaining communication with all local partners including relevant authorities in KRI
- Ensuring that security precautions for national staff are adhered to
PERSON SPECIFICATION
Education/training:
- University degree (Master’s or equivalent Diploma) in Education, TVET, Educational Management or Organisational Development.
Language:
- Knowledge of English, C1-level in the Common European Framework of Reference for Languages.
General professional experience:
- 8 years of professional experience in TVET
Specific professional experience:
- 7 years of professional experience in capacity-building of TVET institutions or development and implementation of TVET curricula
- 4 years of professional experience in organisational development
Leadership/management experience:
- 4 years of management experience of projects with disciplinary leadership responsibility for 4 people
Professional experience in the country/ region of assignment:
- 7 years of professional experience in the KRI
Experience in the field of development cooperation:
- 6 years of professional experience in development cooperation projects
