The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Assists in planning, implementing, monitoring and evaluating an advocacy and communication strategy to get children’s and women’s issues into the public domain, strengthen political will in support of UNICEF’s mission and objectives in the country, and enhance the organization’s credibility and brand.

The main results of the post include but are not limited to:

Communication strategy: Effective social media strategies, plans, and tactics are developed to contribute to UNICEF Cambodia’s overall communication and advocacy strategy and set KPIs. Communication assets for social media are produced promptly, supporting the country’s communication strategy, regional and global campaigns, and priorities, as well as donor visibility and resource mobilization.

Media relations: Effective and timely relationships with key social media focal points –   UNICEF global and regional, social media service providers, creative LTAs, other development partners – to keep the social media channels running smoothly and safely, ensure UNICEF’ access to the latest technology, and communicate the story of UNICEF’s cooperation to a broader audience.

Social Media Relations: Foster and maintain effective and timely relationships with key stakeholders, including UNICEF global and regional offices, social media service providers, creative Long Term Agreements (LTAs), and development partners. Ensure the smooth and safe operation of social media channels, leveraging the latest technology to effectively communicate UNICEF’s priorities to a broader audience. Foster audience engagement and build a strong community around UNICEF’s social media channels.

Monitoring and evaluation: Regular monitoring and evaluation activities are undertaken to ensure maximum impact and continuous improvement of the country’s social media strategies and communication efforts overall. Results and reports are prepared and shared on a timely basis

Partnership and special events: The Country Office maintains and expands a network of influencers, celebrities, youth and key opinion leaders to amplify program messaging and drive impact and results for children. Through strategic collaborations, including public awareness campaigns, fundraising events, and policy advocacy, these influential figures have contributed significantly to achieving our program goals.

The following minimum requirements:

Education:

  • A university degree in Communication, Journalism, Public Relations, or a related field.

 Work Experience:

  • Two years of practical professional work experience in communication, print and broadcast media, or interactive digital media.
  • Field work experience.
  • Background/familiarity with Emergency situations.
  • Two years of proven experience in leading social media strategies, with a comprehensive background in setting both short- and long-term KPIs, developing tailored platform-specific approaches, diversifying and strengthening social media channels, and managing third-party service providers when necessary.
  • Experience overseeing the day-to-day management of social media channels and content, preferably within an international organization.
  • Demonstrated ability in crafting digital campaigns and engagement strategies, ensuring content is relevant, accessible, and creative.
  • Proficiency in utilizing social listening tools to identify emerging trends, popular topics, and key influencers.
  • Strong partnership skills with a deep understanding of collaboration and co-creation in content production alongside donors, influencers, and other partners.
  • Familiarity with emergency situations and how they affect communication strategies.

Language Requirements:

  • Fluency in English and Khmer are required.
