Waukesha County Department of Health and Human Services – HHS Preparedness

Community Health Educator (Preparedness Planner)

Waukesha County’s Department of Health and Human Services is seeking a collaborative, motivated professional to join our Preparedness team. This position serves as a public health preparedness planner, playing a critical role in protecting the community by coordinating planning, training, exercises, and emergency response activities across the county.

What You’ll Do

This position sits at the intersection of public health preparedness and broader Human Services emergency readiness, giving you exposure to a wide range of planning and response functions. Core responsibilities include:

  • Fulfilling deliverables under federal public health preparedness grants, including PHEP (Public Health Emergency Preparedness) and CRI (Cities Readiness Initiative)
  • Developing, updating, and maintaining public health emergency plans and associated documentation
  • Designing and delivering training programs and exercises for response teams and community partners
  • Supporting activations and real-world emergency response efforts
  • Coordinating with Healthcare Coalition partners and community-based response organizations
  • Contributing to broader HHS preparedness initiatives, including emergency sheltering operations, facility safety readiness, and departmental continuity planning

What We’re Looking For

We welcome applicants with experience or background in one or more of the following:

  • Public health or community health practice
  • Emergency management or homeland security
  • Training and exercise development (HSEEP familiarity a plus)
  • Community-based emergency response organizations (CERT, MRC, or similar)

Minimum Training & Experience Requirements

1. Graduation from a recognized college or university with a bachelor’s degree in public health, community health education, education with at least a minor in health, or a closely related field.

OR

2. Graduation from a recognized college or university with a bachelor’s degree in education, the behavioral sciences, or closely related field plus one-year work experience in planning and implementing community programs in public health.
