The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Community Health Program Manager (CHPM) 1 incumbent will function as the Associate Director and fiscal lead for the Hunger Prevention and Nutrition Assistance Program in the Division of Nutrition. This position supervises directly and indirectly 6 staff and assists the Program Director in managing all aspects related to the program operations for $110M in State and federal funds, which provides more than 400 million emergency meals a year.
Duties will include overseeing Hunger Prevention and Assistance Program (HPNAP) fiscal integrity, monitoring internal control processes, requests for proposals, request for applications, evaluation for disbursal of HPNAP and Nourish New York funding, contract budget approvals, cash disbursement tracking, and other fiscal/program operations tasks. In addition, the CHPM 1 will oversee the preparation of recruitment packages and onboarding and offboarding of all new Central Office HPNAP staff in the Division, including all equipment, network access, staff orientation, staff probationary reports and evaluations.
The minimum qualifications required for this vacancy. Minimum Qualifications Public Candidates (NY HELPS):
Open Competitive: Nine years of *professional public health experience in a public health agency or program.**Two years of the experience must have been at a supervisory level.
An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as a Community Health Program Manager 1, M-2.
Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 25/M-1, or above, and eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Community Health Program Manager 1, M-2.

Preferred Qualifications: The preferred candidate will have at least two years of experience with program management and oversight, including experience working in contract management and fiscal operations of a public health nutrition program; experience in the oversight of state procurements; strong analytical and organizational skills; excellent attention to detail; at least two years of supervisory experience; a demonstrated ability to work well both independently and as part of a team while managing multiple priorities and meeting challenging deadlines; excellent verbal and written communication skills; proficiency in virtual hosting platforms such as Webex or Zoom; and proficiency in Microsoft 365 (Outlook, OneDrive, Teams, Word, Excel, PowerPoint, etc.)
