Compliance Analyst I Salary: $71,619 – $101,267 (Annually/Exempt position) Posting Date: April 9, 2026 Competitive Benefits Package: CalPERS Retirement, Supplemental Insurance, 457 Retirement Plan, Flex Spending Account, Employer Contribution to Medical Benefits Filing Deadline: May 1, 2026 JOBSUMMARY This entry-level classification supports the Civil Rights Officer and Compliance Analyst II by performing administrative, coordination, and documentation tasks related to Equal Employment Opportunity (EEO), Disadvantaged Business Enterprise (DBE) participation, ADA reasonable accommodations, Title VI, and Drug and Alcohol Testing compliance. This position plays a vital role in maintaining accurate records, facilitating timely communication, and helping to ensure the agency’s compliance with regulations set forth by the FTA,DOT,EEOC, and CACRD. ESSENTIALFUNCTIONS Assists with a variety of duties in support of the District’s Civil Rights Program including, but not limited to, ADA,DBE, DEI,EEO,FEHA, Title VI, and Drug and Alcohol Program compliance. Schedules and conducts random, pre- employment, reasonable suspicion, follow-up, and post-accident drug/alcohol tests. Assists writing policies and procedures and disseminating information to management and employees. Assists in gathering data and compiling various reports for management and the Civil Rights Office. Assists with employee training and preparing educational materials. Assists in monitoring compliance with applicable regulations, policies, and internal controls. Assists with documentation gathering efforts for various audits, both internal and external. Prepares basic compliance reports and summaries for internal stakeholders. Coordinates with internal teams to collect information required for compliance activities. Assists with ad-hoc projects and compliance initiatives as required. Performs other related duties as assigned. KNOWLEDGE,ABILITY & SKILLS Ability to read, analyze and interpret information as it pertains to compliance-related functions and regulations. Ability to learn DOT/FTA drug and alcohol program requirements, ADA, Title VI, and EEO compliance; employee training and record keeping techniques and best practices, conflict management techniques. Ability to obtain the required training and certification to conduct DOT/FTA regulated urine drug and breath alcohol tests. Ability to work a flexible schedule, including weekends, holidays and outside of regular business hours as necessary to fulfill the responsibilities of the job; Ability to obtain, learn, and utilize employee scheduling software. Skilled in organizational methods to complete, document, and maintain records in an organized manner. Ability to communicate professionally and maintain positive relationships with employees, members of the public, government officials, and service agents. Ability to follow instructions and to work with minimal supervision and within a team environment. Ability to learn the necessary information and skills to assist with other programs and duties, as assigned. MINIMUMQUALIFICATIONS & REQUIREMENTS Two (2) years of professional experience working in a federal, state, or local regulatory environment, or an environment subject to federal, state, or local regulations. Two (2) years of professional experience in compliance or human resources. Proficiency with Microsoft Office Suite.
