1. INTRODUCATION

Habitat for Humanity International (HFHI) is an international non-profit organization dedicated to eliminating substandard housing and homelessness worldwide and to making adequate, affordable shelter a matter of conscience and action. Since its founding in 1976, Habitat for Humanity has helped more than 22 million people meet their affordable housing needs and obtain a safer place to live in, along with the strength, stability, and independence to build better lives, in more than 70 countries. In fiscal year 2018, Habitat for Humanity helped more than 8.7 million people worldwide improve their living conditions through new home construction, rehabilitation, incremental improvements, repairs, or improved market access to affordable housing. An additional 2.2 million people have potentially gained access to improved housing conditions as a result of our advocacy efforts, and the training in construction and financial management we provide. HFHI works through a broad network of national organizations and other strategic partners, such as corporations, financial service providers, individuals, non-governmental organizations, foundations, local governments, as well as private and third sector actors.

HFHI is anchored on a fundamental vision of a world where everyone has a decent place to live. This vision has been the driving force in all HFHI’s actions and activities that have seen more than 29 million people around the world support building or improving the place they call home.

1. PROJECT BACKGROUND.

Habitat for Humanity is driven by the vision that everyone needs a decent living place. The organization began in 1976, and it has grown to become a leading global nonprofit organization working to ensure houses built are habitable, and affordable, with basic social services such as water, sanitation, and hygiene (WASH). Similarly, a key focus has been on increasing tenure security, ensuring that both men and women have access to land and property. Habitat for Humanity works in local communities across all 50 states in the USA. and in more than 70 countries globally with its presence in 9 African countries: Ethiopia, Tanzania, Kenya, Uganda, Lesotho, Zambia, South Africa, Malawi, and Ivory Coast.

Housing needs/challenges in Tanzania affect the most vulnerable families, who often lack affordable, decent/safe, and sustainable homes in rural and urban areas. According to the Housing Finance Report 2023 shown that Tanzania faces a significant housing deficit of 3 million housing units, this gap is expanding by approximately 200,000 units annually due to rapid urbanization and population growth.

Habitat for Humanity Tanzania is collaborating with the government, public, and private sectors to address the housing deficit including urbanization, and climate change stressors, and address the gap in access to financial inclusion.

To address the challenge above, Habitat for Humanity Tanzania for the year 2025, is planning to support 20 most vulnerable families (especially women-headed families) from Chanika–Ilala and Dodoma rural with the construction of 20 houses units, which deploys the use of low-cost materials.

This initiative aims to integrate essential services, promote sustainable construction practices, and build local capacities through training.

The project emphasizes the use of low-cost building materials, such as interlocking stabilized soil Blocks (ISSB) and whenever the climate or the quality of the soil test will not support the use of ISSB, the alternative use of normal cement blocks should be used innovatively. Either the promotion of health and safety construction education and climate-resilient practices should be observed.

Habitat for Humanity Tanzania is looking for a partner organization, institution, network of construction masons, or local initiates groups of architects to provide expertise, contribute resources, and training to achieve these goals.

1. OBJECTIVE

To collaborate with HFHT in the construction of 20 housing units integrating basic services and promoting sustainable climate resilient and safe building practices for vulnerable families in Tanzania.

3**. SCOPE OF WORK**

HOUSING CONSTRUCTION:

1. Support the construction of 20 housing units using low-cost and sustainable building materials like ISSB (12 houses in Chanika-Dar es Salaam & 8 housing units in Dodoma Rural)
2. Incorporate design elements, that consider the effect of climate change including proper ventilation, flood resilient foundation, and rain harvesting system (inserting of the gutter),
3. Intergrade basic services such as water sanitation solar installation and toilet and bathroom construction.
4. Use the proposed government model(attachment) of low-cost housing of two bedrooms and sitting rooms with the specified measurements. (design will be shared).
5. The construction should be inclusive (observing people with special needs).
6. Facilitate the formulation and registration of the local Masons Hub at community setup.

TRAINING AND CAPACITY BUILDING

1. Facilitate training on the application of low-cost building materials to 50 communities of local masons and direct partner families.
2. Provide workshop on health and safety best practices in construction,
3. Build the capacity of the local masons to ensure the maintenance and replication of these construction techniques.

COMMUNITY ENGAGEMENT & INCLUSION

1. Collaboratively with HFHT and local authorities of the respective communities the implementing partner will identify and register the qualified beneficiaries to be supported with the housing projects.
2. The Engaged partner in support of the HFHT team, will coordinate and facilitate the inception meetings with the involvement of different stakeholders including the government actors, community initiatives groups representatives, volunteers, etc.
3. Work closely with the most vulnerable families to ensure their needs and preferences are reflected in housing design.
4. Facilitate the engagement and recruitment of local volunteers from Vocational centers and universities for project support.
5. Work closely with existing local structures, LGA, street leaders, partner’s families, and CDO to foster the project ownership spirit and sustainability.
6. DELIVERABLE
7. Construction support:

Completion of 20 housing units by JUNE 2025(using six months for construction.)

1. Capacity building:

• Train 50 community youth (local masons) on new and sustainable low-cost building materials construction.
• Health, safeguarding, and safety education to all workers.

1. Integrate services

• Installation of water harvest systems, sanitation, /construction of toilets, and installation of wiring, or inserting of solar panels to all house units.

1. Community outreach.

Facilitate awareness sessions for community members on climate-resilient construction and sustainable living practices.

1. SUSTAINABILITY AND CLIMATE ADAPTATION
2. To ensure all housing designs will align with climate-resilient building standards
3. Promote the use of environmentally friendly construction materials and methods to reduce carbon footprint
4. Develop community awareness program on the impact of climate change and strategies to mitigate risks in housing construction
5. REPORTS:
6. Monthly updates, enriched with high-quality resolution photos (photos before and after) and data.
7. Quarterly report sharing includes activities implemented, immediate outcomes, lessons learned, and success stories.
8. Final submission of detailed reports, documenting activities, and collection of all achievements, (template will be shared). Provide monthly progressive reports with updates on construction, training, and community activities /engagement.
9. Ensure timely completion of the projects.
10. Provide a final project report, detailing achievements, and lessons learned (report template will be shared and the report should be submitted 10 days later upon the completion of the project.
11. HFHT will conduct regular checks and visits to ensure alignment with the project, goal, and achievement.
12. TIMELINE

Partnership will run from January 2025 to the 31st of December 2026 with the following key milestones

1. JANUARY-FEBRARY: Ensure agreement/partnership signed, inception kick-in meetings with the government and other stakeholders are done, partners’ family identification and selection are done, and Detailed planning Resources mobilization is coordinated.
2. MARCH –AUGUST: Construction and training will go concurrently.
3. SEPT-DECEMBER –Project completion, monitoring, and handing over of the project.
4. EXPERTISE & QUALIFICATION.

The selected partner must demonstrate the following:

1. Proven experience in sustainable low cost housing construction, particularly in using low-cost building materials, e.g., ISSB.
2. Having networking, staff with a background in the architect field to support the training of local masons and provide technical support.
3. Knowledge of climate-resilient design and construction practices
4. Commitment to health and safety standards and construction practices
5. Strong in community engagement and inclusion experience.
6. ROLES & RESPONSIBILITIES

PARTNER ORGANIZATION.

1. Provide technical expertise in the application of ISSB and sustainable building practices
2. Lead the training of local masons and overseer capacity-building activities.
3. Ensure adherence to construction health and safety.
4. Facilitate access to necessary low-cost building materials.
5. Facilitate the engagement of local volunteers in supporting the project’s initiatives.
6. Women’s inclusion in the construction industry should be prioritized
7. Ensure the proper engagement of media houses/platforms for HFHT brand visibility
8. Facilitate the government involvement in the project from the Inception stage to handing over the project to partner families.

HABITAT FOR HUMANITY TANZANIA.

1. Oversee the project coordination, supervision, and funding of the project implementation
2. Facilitate the local community and government actors’ mobilization and engagement.
3. Share all required reporting templates, criteria for partners’ families/beneficiaries’ selection, concert form, safeguarding policy, and safety gear materials.
4. Develop brand promotion materials including flyers, Shirts, Banners, and other relevant promotion materials.
5. Monitor and evaluate the project’s progress.
