INTRODUCATION

Habitat for Humanity International (HFHI) is an international non-profit organization dedicated to eliminating substandard housing and homelessness worldwide and to making adequate, affordable shelter a matter of conscience and action. Since its founding in 1976, Habitat for Humanity has helped more than 22 million people meet their affordable housing needs and obtain a safer place to live in, along with the strength, stability, and independence to build better lives, in more than 70 countries. In fiscal year 2018, Habitat for Humanity helped more than 8.7 million people worldwide improve their living conditions through new home construction, rehabilitation, incremental improvements, repairs, or improved market access to affordable housing. An additional 2.2 million people have potentially gained access to improved housing conditions as a result of our advocacy efforts, and the training in construction and financial management we provide. HFHI works through a broad network of national organizations and other strategic partners, such as corporations, financial service providers, individuals, non-governmental organizations, foundations, local governments, as well as private and third sector actors.

HFHI is anchored on a fundamental vision of a world where everyone has a decent place to live. This vision has been the driving force in all HFHI’s actions and activities that have seen more than 29 million people around the world support building or improving the place they call home.

PROJECT BACKGROUND

Access to basic social services such as clean water, education, and affordable housing opportunities remains poor and insufficient (PHC 2022). According to the Water Organization Report 2016, out of Tanzania’s population of 65 million people, 58 million people (88% of the population) lack access to safe water, and 49 million people (74%) lack access to a safe toilet. People living under these circumstances, particularly women and girls, spend significant time traveling long distances to collect water. Now more than ever access to safe water at home is critical to families in Tanzania. In Tanzania, demand for water and sanitation is high and the market for water products (like storage tanks, pipes, and rain harvesting facilities) is dynamic.

HFHT, as part of the larger community in Tanzania, is committed to helping reduce the percentage of people in the Chanika community who lack access to clean and safe water. A project is expected to reach more than 25,300 individuals in this community.

To address the challenge above, HFHT designed a project of constructing a water well/borehole a pay-per-use project, in the Chanika community at Ilala Municipal Dar es Salaam, where water is an issue. Access to safe and clean water will serve as a prevention of waterborne diseases and help families with improvement in Hygiene and sanitation.

PROJECT OBJECTIVE

  • Construction of one borehole and Installation of the water tank to benefit Chanika Community.
  • Facilitate a pay-per-use water fee system for tank maintenance and as a revolving fund to partner families
  • Promote community participation in sustainable water solutions
  • Ensure long-term maintenance and community ownership of the project
  • Facilitate Women groups-VICOBA groups registration, and implement capacity building on financial literacy education for them to manage fees collected from the project and make it to be a revolving fund.

SCOPE OF WORK

The partner institution/NGO /Contractor is expected to undertake the following activity.

  1. Water Borehole construction:
  2. Conduct a visibility study to determine the best location for the water borehole based on community needs and environmental assessment.
  3. Drill and install boreholes with quality standards of the United Republic of Tanzania that ensure longevity and minimal maintenance
  4. The selected partner will drill a reasonable depth (120-150 ft depending on the depth of the water table, for frequent water access in all seasons).
  5. Will be responsible for ensuring environmental and regulatory compliance throughout the construction and operational phases.
  6. Facilitate the women VICOBA groups to attain formal registration
  7. Provide relevant skills to VICOBA in running the project as professional agents/Mawakala. (The collected fee will be utilized as a revolving fund among women, payment for security and maintenance) in the future.
  8. Submit regular progressive reports and a final project completion report

TRAINING AND CAPACITY BUILDING.

  1. Provide training to 150 community women and youth on borehole maintenance, and fee collection from water-selling projects. (modality will be pay per use).
  2. With the support from the community construction committee, and the community local actors, the selected partner /contractor is responsible for raising community awareness on why, pay-per-use and not free. (including reasons for maintenance, security, and revolving fund among most vulnerable groups of women)
  3. Provide a workshop on hygiene and sanitation among the community members
  4. Build capacity of 150 women who are the members of VICOBA on financial literacy

SUSTAINABILITY AND CLIMATE ADAPTATION

  1. Ensure the borehole designs align with climate-resilient drilling standards.

  2. Promote the use of environmentally friendly construction materials and methods to reduce floods or other environmental destruction.

    COMMUNITY ENGAGEMENT & INCLUSION

Collaboratively with HFHT and local authorities of the respective communities, the implementing partner will facilitate the inception meeting with different stakeholders, to introduce the project purpose, modality of implementation and use, and future expectations of the project.

Work closely with most Partner families to ensure their needs and preferences are reflected in the drilling of the borehole project.

Facilitate the engagement and recruitment of local volunteers from Chuo cha Maji (DSM) and community local funds for project support.

Work closely with existing local structures, LGA, street leaders, partner families, and Community Development Officer to foster the project ownership spirit and sustainability.

Engagement of different social media for HFHT branding visibility.

Habitat for Humanity Tanzania (HFHT) will:

  • Ensure the right target is selected and verified.
  • Provide overall project coordination and supervision.
  • Ensure government compliance is adhered on community engagement procedures.
  • Provide Funding for the project and monitor the project implementation regularly.
  • Facilitate access to project branding materials including T-shirts, flyers, etc
  • In collaboration with the selected partner will engage a reliable media house/platform to promote Habitat and partner’s brand visibility.
  1. DELIVERABLE

    1. Water boreholes at Chanika community drilled at quality standard.
  • A functional water borehole provides clean water to 25,300 individuals in Chanika community.

  • Documentation of the construction process (including survey reports etc.)

    Capacity building:

  • Comprehensive training on borehole maintenance and management) to 150 women conducted.

  • Awareness raising events on hygiene and sanitation among the partner’s families and community members conducted.

  • Awareness raising sessions on the reasons for the community to pay for water services conducted.

REPORTS:

  1. Monthly updates, enriched with high-quality resolution photos (photos before and after) including trained people, volunteers, and expected number of people to benefit from the project.

  2. Quarterly report that includes activities implemented, immediate outcomes, lessons learned, and success stories.

  3. Final submission of detailed reports, documenting activities, and collection of all achievements, (template will be shared).

  4. Share relevant monitoring tools for the project.

  5. Collaboratively with HFHT, to develop a post-project monitoring plan to ensure proper sustainability of the project.

  6. Provide monthly progressive reports with updates on construction, training, and community activities /engagement.

  7. Ensure timely completion of the projects.

  8. Provide a final project report, detailing achievements, and lessons learned (report template will be shared and the report should be submitted 10 days later upon the completion of the project.

  9. HFHT will conduct regular checks and visits to ensure alignment with the project, goal, and achievement.

    TIMELINE

Partnership engagement shall starts from January 2025 to the 31st December 2025 with the following key milestones

  1. JANUARY-FEBRUARY: Project Inception and Kick off: agreement/partnership signed, Planning meetings conducted, , resource mobilization is coordinated, and Monitoring tools reviewed, shared and agreed.
  2. MARCH –AUGUST: Project implementation: Drilling of Water borehole and capacity building programs
  3. SEPTEMBER- Pilot of the utilization of pay per use water project product.
  4. OCTOBER-NOVEMBER: Practical user fee collection and management of the fee by VICOBA group in collaboration with Government.
  5. DECEMBER –Project completion, and facilitation of Inauguration /handing over ceremony to Chanika community.
  6. Project monitoring shall be throughout the project.

EXPERTISE & QUALIFICATION.

The selected partner must demonstrate the following:

  1. Proven experience in drilling low-cost sustainable boreholes with quality standard
  2. Proven expertise in borehole construction and management.
  3. Strong commitment to community development and capacity building.
  4. Financial and technical capacity to collaborate with HFHT to support the project implementation
  5. Knowledge of climate-resilient borehole design and practices

ROLES & RESPONSIBILITIES

PARTNER ORGANIZATION.

  1. Construct a quality standard water boreholes and ensure sustainable building practices.
  2. Lead the training of local community members and partner families on project maintenance, management, and overseer capacity-building activities.
  3. Ensure adherence to construction health and safety.
  4. Facilitate the engagement of local volunteers in supporting the project’s initiatives.
  5. Ensure the proper engagement of media houses/platforms for HFHT brand visibility
  6. Facilitate the government involvement in the project from the Inception stage to handing over the project to partner families.
  7. Report writing: Monthly update, quarterly report and final report.

HABITAT FOR HUMANITY TANZANIA.

  1. Oversee the project coordination, supervision, and funding of the project implementation
  2. Facilitate the local community and government actors’ mobilization and engagement.
  3. Share all required reporting templates, criteria for partners’ families/beneficiaries’ selection, concert form, safeguarding policy, and safety gear materials.
  4. Develop brand promotion materials including flyers, Shirts, Banners, and other relevant promotion materials.
  5. Monitor and evaluate the project’s progress.
