Construction Oversight Monitor – Guaynabo, PR

IEM is seeking a Full-Time Construction Oversight Monitor to join our team! The construction oversight monitor will support Community Development Block Grant (CDBG) funded construction projects. The Construction Oversight Monitor performs field-based observations to verify construction progress, confirm compliance with approved scopes of work and CDBG requirements, document conditions through written reports and photographs, identify potential risks, and support the validation of payment requests and change orders. This position plays a critical role in ensuring construction activities align with program requirements, timelines, budgets, and health and safety standards.

Primary Location:

• Live within a commutable distance to Guaynabo, Puerto Rico
• Work will take place either in the field, in an office environment, or remote from a personal location and will depend on the need of the project.

Travel Requirements:

• This position may require travel to complete work assignments or attend meetings.

Essential Functions:

• Conduct routine and as-needed field observations of CDBG-funded construction projects to verify physical progress and alignment with approved scopes of work.
• Document construction activities through detailed field notes, photographs, and monitoring logs.
• Verify that work completed corresponds with reported progress and submitted payment requests.
• Identify potential construction, schedule, cost, quality, or safety risks and promptly report concerns to project leadership.
• Observe compliance with applicable health and safety requirements and report deficiencies or non-compliance issues.
• Support the review and validation of construction change orders by confirming field conditions and justification.
• Assist in verifying consistency with Subrecipient Agreements, environmental clearances, and approved construction documents.
• Prepare concise monitoring summaries and contribute to oversight reports for Project Managers and program staff.
• Maintain organized records of site visits, photographs, correspondence, and supporting documentation.
• Coordinate with Construction Oversight Managers, Project Managers, subrecipients, contractors, and other stakeholders as needed.
• Participate in meetings, site walkthroughs, and follow-up inspections to confirm corrective actions have been implemented.

Minimum Qualifications:

• experience: Three (3) years of experience in construction inspection, field monitoring, construction support, or oversight of infrastructure or building projects.
  * Degree: Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field; equivalent experience may be considered.
  * Familiarity with federally funded construction projects, preferably CDBG, HUD, or similar programs.
• OSHA 30 certification (Construction Industry).
  Bilingual: Fluent verbal and written communication skills in English and Spanish.
