Asia Partnership Learning and Knowledge Event 2025

Background

Asia experiences increased participation of non-traditional actors in development discourse and practices, shifting civic spaces and spaces for dissent, increased hunger, poverty, and inequality amid significant economic growth, and a growing geo-political complexity affecting the region’s capacity for long-term development and stability. In contract, international aids going to Asian NGOs has reduced that prompted Oxfam to re-define how and who it works with in addressing the challenges of inequality and injustice effectively. To remain relevant and impactful in the fast-changing global context, Oxfam in Asia identifies transforming partnerships as one of the five strategic levers*.* Oxfam envisions transforming partnerships by working better and differently with others. To achieve this vision, Oxfam in Asia needs to engage itself in a continuous learning, reflections, and adopt open communications with the men and women it works with in Asia. In the past couple of years, Oxfam in Asia initiated new ways of partnering, challenged existing business models, and adopt partner-led partnerships, and by practising feminist, and decolonial approaches. These include CAPAS, flexible funds, PIF, WLHL, and others. Asia partnership learning and knowledge event 2025 will be an opportunity, after the 2023 event, to reflect and learn from past years partnership experiences, interact and co-create partnership models that will work for Oxfam and the partners, and identify partnership priorities and actions for 2025-27 for cluster/countries/regional programs to contribute to the horizon 2 outcomes.

Overall goal of the event

Learning from partnership experiences from last 2-3 years, co-creating successful partnerships, identifying partnership priorities and actions for 2025-27 for regional/cluster/countries programs contributing to Horizon 2 outcomes.

Outcome of the learning and knowledge event

  • Partnership practices success, challenges-story telling.
  • Identify partnership priorities for regional platform, Regional Programs, CLV Cluster, countries, and Affiliate for 2027 that will lead to our pathways to transform partnership role of Oxfam and partners in Asia.
  • Co-create indicators (for Oxfam and partners) to measures progresses made against feminist, decolonisation, and locally led partnerships.
  • New and existing partnership practices, what we have progressed as Oxfam and partners (Flexible Funds, CAPS, and new one OPP).

Expected participants

  • Oxfam in Asia including regional platform, regional program, CLV Cluster, Asian Countries, Asian affiliates like Penabulu and Oxfam Pilipinas and OI partnership focal points. At least 11 participants.
  • Partners Oxfam works with (at least 50 % representation should be from partners), we will appreciate more women participation from partners.
  • Spin off countries to share their partnering experience Dev-Pro, and Equi-Dev.

Total participation is expected to be 30-35

Proposal submission

Professional or firm interested in undertaking this assignment may submit their interests. Applications will be evaluated on the following criteria:

  • A professional having at least 10-15 years’ experience working with INGOs and national organisations on partnership management, program management, and program quality.
  • At least 5 years’ experience in training, facilitating learning, and reflection and multi stakeholder engagement. Having experience working with Oxfam will be an added advantage.
  • A technical proposal describing experiences of conducting such assignments accompanied by brief summary of similar works
  • Financial proposal explaining the quotation and taxation (in Euro)
  • Two references that can be contacted regarding the quality of the consultant’s work.
