DUTIES AND RESPONSIBILITIES

BACKGROUND

To assist its WMO Member, the WMO has prepared a Guide to Aeronautical Meteorological Services Cost Recovery (WMO-No. 904) which provides the principles and guidance for the National Meteorological and Hydrological Services (NMHSs) to recover the cost of aeronautical meteorological service provision.

The Seychelles Meteorological Authority (SMA) has requested support of an experienced and qualified expert with extensive knowledge in the cost recovery of aeronautical meteorological services provided to the airline industry, including capacity development. This builds on the work done in the past that requires updating.

DUTIES AND RESPONSIBILITIES

The purpose of the consultancy is to provide guidance and technical support to the Seychelles Meteorological Authority (SMA) for the review of the cost recovery of aeronautical meteorological services provided to the airline industry, including the capacity development plan, and the provision of training to SMA staff.

The consultant will review the existing SMA aeronautical cost recovery framework in accordance with the International Civil Aviation Organization (ICAO) Annex 3 and the WMO Technical Regulations and Guidelines on Aviation Cost Recovery.

The consultant will provide training to operational and senior management staff at the SMA.

He/She will be expected to engage with external aviation stakeholders.

Deliverables at the end of the contract

– 15 December 2024: Inception report, with detailed technical proposal and a project plan explaining the process of reviewing the existing SMA aeronautical cost recovery framework and the capacity development plan;

– 31 January 2025: Training and guidance materials, and the delivery of training;

– 31 January 2025: Revised SMA cost recovery framework and capacity development plan.

QUALIFICATIONS
Education
Master degree or equivalent from a recognized university in atmospheric sciences, meteorology, environmental engineering, Quality Management Systems (QMS), management or related field appropriate to the review of the cost recovery of aeronautical meteorological services.
Experience
Minimum 10 years’ experience and sound knowledge of cost recovery of aeronautical meteorological services.
Other requirements
The consultant will work in-country with a minimum of 10 days mission for on-site assistance and delivery of training sessions; and 5 days home-based work for the preparation of training materials and desk review.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Proposed fee: Band C/D: 390-750 USD per day depending upon experience, knowledge and skills.
