Call for Consultancy: End-Term Evaluation of the FemPawer Program
Location: Regional (Lebanon, Jordan, Palestine, Tunisia)

The FemPawer program is a five-year initiative (2021–2025) designed to empower young women in the MENA region who face economic gender-based violence (E/GBV) discrimination. Led by a consortium of AWO, CRTDA, Kvinna till Kvinna, and PWWSD, the program supports young women and Women’s Rights Organizations (WROs) in advocating for economic rights and holding duty bearers accountable.
FemPawer is implemented with funding from the Ministry of Foreign Affairs of the Netherlands (MFA) under the Power of Women grant instrument.
Scope of the Consultancy
We seek feminist consultants to conduct an End-Term Evaluation (ETE), assessing the program’s impact, sustainability, and effectiveness. The evaluation will provide key learnings and recommendations for future programming.
Key areas of focus include:
- Efficiency: How effectively was the program budget utilized?
- Sustainability: Has the program contributed to long-term capacity building?
- Partnership: How has power been shared within the consortium?
- Impact: How has FemPawer influenced communities and attitudes toward E/GBV?
- Coherence: How has the program contributed to feminist movement-building?
- Effectiveness: What advocacy approaches were most successful?
- Relevance: How well did the program adapt to contextual changes?
Consultant Qualifications
We welcome proposals from teams or firms with:
- Expertise in feminist evaluation methodologies and participatory approaches.
- Experience evaluating advocacy programs in the MENA region.
- Strong reporting skills in English and Arabic.
- Familiarity with the Dutch MFA’s IOB Quality Criteria.
- Experience in at least one of the FemPawer program countries.
Deliverables & Timeline
- Inception report (April 2025)
- Data collection & validation workshops (Sept–Nov 2025)
- Regional findings workshop (Jan 2026)
- Final report & case studies (March 2026)
