TERMS OF REFERENCE

Assignment Title: Development of a trainer of trainee’s manual for the social mobilizers on Financial Literacy for Savings Groups.

Location: Laikipia county, Laikipia North constituency, Segera Ward, Naibor-Juakali Villages

Starting Date: TBC.

  1. BACKGROUND

    1. Habitat for Humanity Kenya

Over the past 40 years of its registration in Kenya, HFHK has supported more than 345,000 families across 9 counties in Kenya through housing micro-finance and direct construction. HFHK is currently operating in Laikipia, Homabay, Kisumu, Tana River, Machakos and Makueni. In its current Business Plan (2020-2025) HFHK has outlined four programmatic areas, namely: Financing for Owner-led Construction (FOC); Settlement-Based Practice (SBP); Secure Land Tenure (SLT); Disaster Risk Reduction & Response (DR3) as being its areas of focus in supporting communities in the listed areas through donor funding. HFHK presence is heavy in Laikipia North Constituency where more than 1 donor-funded projects have been implemented and some in progress. As part of initiatives for enhancing resilience of communities in Laikipia County, HFHK is planning to execute another (2) year project with new and second funding by Wolfgang Durr Foundation (WDF), a donor courtesy of Habitat for Humanity Deutschland (HFHD). WDF is a non-profit foundation that has been promoting projects for environmental and climate protection, children, education and health. This specific WDF/HFHK project will be geared towards improving basic infrastructures and services for decent settlement project in Naibor location and the adjacent communities.

  1. Laikipia Project

Habitat for Humanity Kenya has intervened in the wider Laikipia for over 5 years and its impact in Rumuruti and Nanyuki is evidenced by 95 houses (25 in Rumuruti and 70 in Nanyuki), classrooms and sanitation facilities in Mukima Secondary School, Naibor primary school and Mbombo Primary School and 3 community water boreholes impacting more than over 6,000 lives of community members. Our disaster response initiative under Covid-19 intervention has reached over 20,000 individuals in both Laikipia and Homabay.

HFHK desires to work with low-income earners, in the villages of Jua-Kali Center and Naibor, to improve their ability to enhance the financial literacy and economic resilience of Low-Income Households through developing and equipping with a trainer of trainee’s handbook. This is in response to sustainable scaling of group formation for adopting the savings group model, equipping them with knowledge and skills for effective financial management and empowerment social mobilizers group mobilization and formation. This will also include training on the use of the manual.

  1. OBJECTIVE AND RATIONAL FOR THE CONSULTANCY

The objective of this consultancy is to create a well-structured handbook that serves as a pivotal resource for both trainers and trainees. It will provide a comprehensive guide on financial literacy, offering practical insights and actionable steps for effective financial management. A key aspect of the outcome is the successful training of individuals on the effective utilization of the handbook. This ensures that the knowledge and skills outlined in the handbook are practically applied in real-life financial scenarios. The significance of this output lies in its relevance to building sustainable financial resilience within vulnerable communities. The TOT Manual is meticulously designed to empower social mobilizers with advanced skills and knowledge, ensuring they become catalysts for positive change within their respective communities.

  1. SCOPE OF CONSULTANCY.

Habitat for Humanity Kenya is looking for an individual consultant, or a company to develop a handbook of a trainer of trainee’s manual for the social mobilizers on Financial Literacy for Savings Groups. The consultancy should include the following:

Phase 1: Review of existing materials (internally and externally) that support the implementation, management and monitoring of savings groups, within HFH Kenya project areas. The review may be supplemented by interviews with key staff and stakeholders providing financial services.

Phase 2: Developing a TOT Manual that will guide the Social Mobilizers implementation of financial literacy and save and build approach among savings groups. The Manual will incorporate a financial inclusion toolkits and financial literacy tool kit, with written materials, pictorials, teaching aids, curriculum and interactive learning materials, digital resources (aps) and other resources that can facilitate participatory learning. The module should cover various topics which include and not limited to:

  1. Financial management
  2. Linkages to financial service providers
  3. Budgeting and Financial Planning.
  4. Savings and Investments:
  5. Debt Management.
  6. Financial Decision Making:
  7. Banking and Financial Products:
  8. Fraud Prevention and Financial Security
  9. Principle of social fund and credit policies
  10. Savings group formation, training and group dynamic
  11. Micro-financial services and products

Phase 3: Application of the TOT Financial Literacy Manual will be through two key stages. First, the consultant will conduct a pre-test workshop and adjust based on feedback. Key target audience will include.

  1. County government officials in the department of co-operatives and enterprise
  2. Financial service providers from; banking sector, microfinance institutions and SACCO’s from the project area.
  3. HFH Kenya field staff

Secondly, the consultant will conduct a Training of Trainers (ToT) workshop for Social Mobilizers recruited from the villages in the project area (Juakali and Naibor). The workshop will be conducted jointly with HFHK and partners under the guidance of the consultant, suing the training tool kits developed by the consult.

  1. QUALIFICATION

    1. Education

Master’s degree in co-operative management, micro-finance, business management, finance, education, economics or related field or a combination of bachelor’s degree and minimum of 5 years of relevant experience.

  1. Experience

  • Experience in Financial Inclusion or Group Savings and Loans
  • Experience and track record in curriculum development and providing similar training(s)
  • Previous experience in applied research / data collection
  • Previous experience in financial sector or digital finance related work
  • Ability to communicate in both English and Kiswahili language is an added advantage.
  • Excellent writing and editing skills.
  • Experienced in producing concise reports and presentations, training modules and materials.
