Objective:
To provide professional technical, operational, and administrative assistance throughout the programming process for the development, implementation, and monitoring of digital health systems and interventions aimed at improving the health and well-being of children and women in Egypt. The consultant will manage the implementation lifecycle of critical digital health platforms and infrastructure, coordinate the national digital health strategy, and facilitate capacity building within the Ministry of Health and Population (MoHP) and its entities.
Methodology:
The consultant will be based in Cairo and will collaborate closely with the Ministry of Health and Population (MoHP) at all administrative levels (from Primary Healthcare Units (PHU) to the central MoHP technical departments), and other implementing partners including but not limited to the University of Oslo, WHO and other partner agencies, Vendors providing technical services. The consultant will drive the implementation of key digital health initiatives, contribute to evidence generation, and strengthen partnerships within the digital health ecosystem. The role requires a blend of public health knowledge, digital technology expertise, strong project management skills, and coordination abilities.

Consultant will provide interim progress reports on different deliverables elements including a log of major activities and progress, implementation on a monthly/quarterly based according to previous period plan and implemented activities against the deliverables area of work including documentation of activities, meeting minutes, achievements, constraints and recommendations, plans for the next period. The report structure will be agreed upon collaboratively.
Conditions of work:
Place of work: The consultant will work remotely with expected frequent presence in UNICEF office in Cairo, any travel outside greater Cairo will be compensated as per UNICEF policies and Procedures. Payments are made upon satisfactory delivery of acceptable reports based on agreed work plan. This assignment requires full time commitment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
