Energy in Cambodia

70% of the total energy in Cambodia is used as cooking energy. In rural Cambodia, wood is still the dominant fuel for cooking. The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems. It is estimated that 15% of the country’s deaths are attributable to traditional cooking practises, similar to the toll of tobacco smokers. Many more lives, mainly women and children, are affected by severe health conditions that depress the quality and length of life.

Smoke Free Village

Since 2015 SNV has worked through EnDev (www.endev.info) on a programme to address the negative social, economic, environmental, and health impacts of traditional cooking in rural Cambodia. From mid 2020 the project increasingly adopted the Smoke Free Village (SFV) approach. https://www.facebook.com/SmokeFreeVillage

SFV objectives are to change behaviours of villagers with regards to cleaner cooking, to ignite demand for clean stoves and fuels, and to trigger suppliers to sell their products and services in these villages. Social and Behavior Change tools for facilitation are combined with training activities, mainly to the commune councils for women and children and village chiefs to roll out the campaign. BCC activities involve community dialogue, door to door visits and cook fairs as well as drawing competitions among schools. Health centres and pagoda are also strongly engaged.

Job Description

The objective for the consultancy is to expand and continue leading the knowledge program work around monitoring, evaluation, and knowledge management. Our goal is to enable EnDev’s understanding of the effectiveness of the Smoke Free Village approach, to validate the results, and to provide deeper insight and avenues for improvements. 

The consultant will be responsible for the expansion of data monitoring and evaluation across current and new targeted areas. The consultant will enable a transition of data monitoring and evaluation from Excel to PowerBI for presenting compelling dashboards/reports with the latest results. In addition, the consultant will continue testing and scaling up the LogAlto-based Logbooks in different communities as part of our efforts to digitalise our M&E systems. The consultant will continue developing different knowledge products linking field data and literature in the form of presentations, short-summary articles, modelling, social media posts, as well as knowledge briefs.

The consultant will also support the team with a mission in Cambodia by participating directly in the deployment of SFV activities, as well as on the data collection and understanding of the data compiled. During these visits, the consultant will support, if necessary, in conducting a ToT for LogAlto and other relevant tools to streamline the M&E process.

The consultant will also support SNV in utilising the data from the previous assessment study to engage in a research article of the SFV campaign done jointly with academic experts.

Qualifications

  • Master’s degree in relevant field (e.g., social and environmental science)
  • At least 5 years of demonstrated experience in BCC, WASH and or Energy
  • In-depth knowledge of quantitative and qualitative research methods including good organisational and facilitation skills
  • Experience using statistical software
  • Strong data visualization skills
  • Prior experience in collecting and analysing data is preferred
  • Excellent communication and strong writing skills, especially ability to write fluently in English.
