How can you make a difference? 

Objective:

The primary objective of this consultancy is to develop a comprehensive WASH Strategic Note for UNICEF Egypt. The strategic note will sharpen the programme logic showing HOW UNICEF is going to make a difference – taking into consideration lessons learned; articulate HOW planned actions will lead to intended OUTPUTS – including linkages with other programmes and strategic partnerships – and contribute to OUTCOMES; how UNICEF will influence partners to act; and determine a mix of multi-year strategies, including innovation, that UNICEF will pursue to achieve results. The strategic note will also inform RWPs, supply plans, funding proposals, performance reviews, and evaluations. The note will guide UNICEF’s efforts, both in the development and humanitarian actions, to enhance equitable access to water, sanitation, and hygiene for vulnerable populations, including children, while considering critical cross-cutting issues such as gender, climate change, and human rights. The strategic note will also demonstrate the alignment of UNICEF’s WASH programming to the UNSDCF.

Methodology:

The consultancy will be organized into five phases:

  1. Inception
  2. Desk Review
  3. Draft Report
  4. Validation Workshop
  5. Final Document

Each phase will involve close coordination with UNICEF’s WASH team, as well as key stakeholders in Egypt.

Inception Report

  • Develop a detailed structure for the UNICEF WASH Strategic Note, encompassing a methodological approach and work plan.
  • Share the draft structure with the UNICEF WASH team for review, feedback, and approval.
  • The consultant will prepare and submit an inception report that includes:
  1. A plan for the development of the Strategic Note, outlining the timeline, key activities, and steps for finalization.
  2. A proposed methodology, including the document structure.

Consultant will adjust the second draft of the inception report based on the feedback of the relevant UNICEF program people and share the final version with UNICEF prior to commencing the preparation of the Strategic Note.

Desk Review

  • Perform a thorough analysis of relevant program documents and resources.
  • Participate in initial briefings with UNICEF and key partners to clarify the scope of work and identify any recommendations that should be incorporated during the drafting of the Strategic Note.

Draft Report

  • Present the draft Strategic Note to UNICEF.
  • Share the initial draft of the Strategic Note in English with UNICEF WASH and relevant program staff.
  • Collect feedback on the draft from UNICEF WASH and other key stakeholders.
  • Revise the Strategic Note based on the feedback and ensure that UNICEF is satisfied with the accuracy and overall quality of the document.
  • Submit the revised second draft of the Strategic Note to the UNICEF WASH team.

Validation workshop with the key stakeholders

  • Organize a 3 days validation workshop with key stakeholders to present the second draft of the WASH Strategic Note. Gather and compile feedback from participants.
  • Ensure the document adheres to UNICEF’s relevant strategies and guidelines, and includes the following sections:
  • Rationale: A brief description of the program and its context.
  • Vision and Objectives: Programming principles and approaches, along with lessons learned and challenges/limitations.
  • Results Areas: Including WASH in emergencies.
  • Implementing the strategy: What UNICEF will do and where including reflections on gender, climate change, and human rights.
  • Annexes: Supplementary information and documents.

  • The consultant will revise the second draft of the Strategic Note based on feedback from the UNICEF WASH team and incorporate additional input from key stakeholders into the third draft.
  • Once the UNICEF WASH team provides final approval, the Strategic Note will be considered finalized

Conditions of work:

  • The consultancy will be conducted both remotely and in-country for the validation workshop.
  • UNICEF will provide access to all relevant documentation and facilitate necessary introductions to stakeholders.
  • Payment will be made upon satisfactory completion of deliverables and as per the agreed timeline.

To qualify as an advocate for every child you will have… 

  • Advanced university degree in water management, public health, or related fields.
  • Minimum of 10 years of experience in program design, policy development, and strategy formulation.
  • Proven experience in developing strategic notes or similar documents for international organizations, preferably UNICEF.
  • Knowledge of Egypt’s WASH context and global WASH strategies; UNSDCF
  • Strong analytical and communication skills, with the ability to present complex information in a clear and concise manner.
  • Experience working with multidisciplinary teams and engaging with governmental and non-governmental stakeholders, both in development and humanitarian contexts

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
