The Education section in UNICEF Latin America and the Caribbean Regional Office (LACRO) is seeking an individual consultant to provide technical/programmatic support and management of the implementation of the Learning Passport for Children on the Move in Central America and Mexico.
Digital platforms have taken a central role in ensuring continuity of learning during several crisis. The Learning Passport, a Learning Management System developed as a partnership between UNICEF and Microsoft, with underlying research by Cambridge University, delivers digital learning experiences to children around the world, in both connected and disconnected environments. It aims to improve the education of millions of children in situation of vulnerability around the world who face barriers to learning because of poverty, discrimination, conflict and disaster. It ensured continuity of learning amid the closure of schools due to the COVID-19 pandemic and remains an online learning resource beyond COVID-19.
The Learning Passport aims to improve learning outcomes of learners by offering a customizable digital platform to serve all means of content, from national curriculum to supplemental resources, to user groups identified by UNICEF Country Offices (CO) and the governments they support.
The regional platform will offer digitized content, in Spanish, to best serve learners’ and educators’ specific needs. The objectives of this use case of the Learning Passport are as follows:
In the first stage, the platform will guarantee fundamental learning based on a basic curriculum for primary education (foundational literacy and numeracy) as well as supplementary content on Mental Health and Psychosocial Support (MHPSS) and a Parental Set to support children´s learning.

UNICEF LACRO requires an enthusiastic and committed Digital Learning Consultant to support the Education Team. Under the guidance of the Education in Emergencies and the Digital Learning Specialist, the overall purpose of the individual consultant is to develop the Learning Passport Strategy for children on the move that will be implemented in its first stage in Central America and Mexico.

Administrative details
Supervision: The consultant will work under the overall supervision and guidance of the UNICEF LACRO Education Specialist.
Workplace: The consultancy is home-based. Travel may be involved. International/national travel may be required, discussed and agreed with the consultant (a separate travel line will be included in the contract).
Duration: Estimated start date is November 15, 2024, until September 15, 2025 (10 months)
How to Apply: Application should be submitted online and should include: TMS application form duly completed, Cover Letter, Study certificates and financial proposal (Daily fee or deliverable fee).
Qualified candidates are requested to indicate an all-inclusive (lump sum) fee for the services to be including all associated administrative and travel costs.
Consultants must have their own equipment, tools and materials needed to perform their services. They will use their own laptops/computers, any application or system needed to complete the assignment. They need to provide the full service without using UNICEF resources. The access to UNICEF email and system is restricted to UNICEF staff therefore consultants should not be granted access unless it is imperative to complete the assignment.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
