BACKGROUND

Purpose of Activity/Assignment:

Generation Unlimited (GenU) is UNICEF’s global partnership platform to connect every young person to employability skilling, employment and entrepreneurship by 2030. The East Asia and Pacific (EAP) region, with over 360 million youth, presents both challenges and opportunities for GenU’s mission. This consultancy will drive regional expansion, partnership development, and resource mobilization in EAP, supporting select global priorities and accelerate the scale-up and sustainability of GenU in the East Asia and Pacific region by delivering targeted partnership and fundraising outcomes, strengthening country-level engagement, and supporting regional strategy and knowledge exchange.

Scope of Work:

The Consultant will deliver the following outputs, each linked to a payment milestone:

1. Inception & Strategic Planning

• Deliverable 1: Inception Report, including a detailed 12-month work plan, engagement tracker, and partnership/fundraising targets for the EAP region (minimum 5 country offices), aligned with GenU global priorities.

2. Country Engagement & Partnership Development

• Deliverable 2: Facilitate strategic consultations and co-develop GenU roadmaps, governance frameworks, and partnership strategies for at least 5 EAP country offices and up to an additional 2 countries in the Pacific as agreed.
• Deliverable 3: Review and provide technical inputs to GenU-aligned country program designs, proposals, or implementation plans for the 5 countries.
• Deliverable 4: Design and facilitate at least two regional capacity-strengthening activities (e.g., clinics, masterclass, webinars, cross-country exchanges) focused on partnership development and resource mobilization.

3. Fundraising & Resource Mobilization

• Deliverable 5: Develop and submit at least three tailored partnership proposals or pitch decks targeting private sector and/or institutional donors in the region, with a combined fundraising target of minimum USD 40 million for GenU EAP initiatives.
• Deliverable 6: Prepare at least two strategic partnership briefs or narratives for high-value prospects (private sector, government, foundations and/or philanthropic partners).
• Deliverable 7: Support integration of GenU priorities into at least three UNICEF Country Programme Documents (CPDs) or UN Sustainable Development Cooperation Frameworks (UNSDCFs) in the region.

4. Reporting & Knowledge Products

• Deliverable 8: Submit a mid-year progress report summarizing achievements, challenges, and recommendations for course correction.
• Deliverable 9: Contribute to at least one global GenU event or working group, sharing regional lessons and partnership outcomes.
• Deliverable 10: Submit a final consultancy report, including a summary of all deliverables, fundraising and partnership outcomes, lessons learned, and a forward-looking “GenU EAP Regional Vision/Model 2026” concept note for scale and impact across EAP countries.

Qualifications

(1) Education

• University Advanced degree in international development, business, public policy, or related field.
• Fluency in English is required. Additional language skills (e.g., Arabic, French, Spanish) are an asset.

2) Work experience

• Minimum 15 years of relevant experience in youth programming, partnership development, and resource mobilization.
• Demonstrated success in raising at least USD 20 million for multi-stakeholder initiatives in the past 5 years.
• Regional experience in East Asia and Pacific strongly preferred.
• Excellent communication, facilitation, and stakeholder engagement skills.

• Financial proposal that will include/ reflect :
  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
