Consultancy – Inventory Control and Accounting Analyst, Supply Chain Management Unit (SCMU), Copenhagen, Denmark

The Position:

The consultancy is located within the Inventory Control and Accounting team and is part of the Pillar 4 Support Services of the Supply Chain Management Unit (SCMU).

The SCMU provides support, coordination and oversight to all SCM-related activities in support of UNFPA programmes. It enables UNFPA to undertake a coordinated approach in supply chain and logistics management interventions across all operations and provides the organisation with a holistic, demand-driven and resilient supply chain system across development and humanitarian settings.

The Inventory Control and Accounting Team is responsible for developing, maintaining, and implementing the processes and controls required to ensure that inventory management activities operate effectively, in line with the requirements of the Policy and Procedures on Management of Programme Supplies and other related guidelines. This also includes inventory transactions are recorded and controls operate in compliance with the Policy and Procedures on Management of Programme Supplies.

The Inventory Control and Accounting Team provides technical guidance to field offices on downstream supply chain management-related requirements of the Policy and Procedures on Management of Programme Supplies and supports different initiatives to improve the effectiveness of inventory management at UNFPA, including implementation of the performance management reporting and the information and communications technology transformation project (ERP Quantum).

Job Purpose:

The purpose of this consultancy is to strengthen compliance with the Policy and Procedures on Management of Programme Supplies in the area of inventory accounting and control, and ensure the accuracy and completeness of UNFPA inventory records.

The consultant will report to Inventory Control and Accounting Team Lead, under the overall supervision of the pillar 4 Support Services. The consultancy can be carried out either from the duty station in Copenhagen, Denmark, or remotely.

You would be responsible for:

• Review periodic inventory certifications for accuracy, completeness and compliance with the corporate guidelines; liaison and follow-up with responsible focal points in case of any gaps or errors and support their satisfactory resolution.
• Monitor compliance of portfolio of field offices in terms of compliance with the Policy and Procedures on Management of Programme Supplies and overall performance amid inventory management, through review of their transactions and other respective records.
• Build the capacity of UNFPA field offices in the management of programme supplies by delivering online webinars, training and written guidance; customize training content based on capacity and skillset of training attendees, incorporating lessons learnt and recurring issues.
• Support the production of periodic inventory management performance reports, highlighting identified risks, incompliances and inefficiencies; formulate recommendations for management action; and introduce improvements to reports to improve their relevance, accuracy and visual appeal.
• Ensure accuracy and completeness of information in the Shipment Tracker by supporting field office inventory reconciliation activities, performing various data completeness and validation checks, and acting on data red flags until satisfactorily resolved.
• Provide user support to field offices in the use of the Shipment Tracker; this includes responding to user questions, performing Shipment Tracker Administrator functions, and providing written advice and online coaching.
• Review and process requests for assigning Shipment Tracker Focal Point rights and ensure appropriate segregation of duties in accessing inventory tracking system.
• Support accounts closure activities related to inventory management in accordance with Accounts Closure Instructions.
• Translate template forms and other relevant details from the Policy and Procedures on Management of Programme Supplies into the candidate’s proficient language.
• Quality assures the version of guidance documents and tools issued or owned by the Inventory Control and Accounting Team in the candidate’s proficient language.
• Perform other duties as assigned by the Supervisor.

Qualifications and Experience

Education:

A completed Master’s degree in Finance, Economics, Public Policy or other related discipline is required.

Knowledge and Experience:

• Working experience in Finance performing data analysis function and support to country offices is considered an asset.
• Working experience with ERP systems and business intelligence tools
• Strong attention to detail.
• Ability to think critically and logically.
• Ability to multi-task, prioritize and work under pressure.
• Strong writing and communication skills.

Languages:

Fluency in English is required; working knowledge in Spanish is a distinct advantage.
