BACKGROUND

Purpose of Activity/Assignment:

Under the overall guidance of the Deputy Director – Programmes, and direct supervision of the Monitoring, Evaluation, Research, and Learning (MERL) Specialist, and working closely with the Senior Advisor for Global Programmes, and in collaboration with the UNICEF Generation Unlimited (GenU) Programme Team, the Knowledge Management Consultant will support in the development of key knowledge management outputs, processes, and systems linked to youth skills and livelihoods at UNICEF Generation Unlimited. The position will help to strengthen overall Monitoring, Evaluation, Research, and Learning (MERL) work at UNICEF Generation Unlimited, and also support the UNICEF Generation Unlimited Global Team for key knowledge-related activities and events.

Scope of Work:

• Knowledge Management Strategy: Review and make recommendations on updates to the UNICEF Generation Unlimited Knowledge Management strategy and support key defined aspects of implementation including knowledge creation, storage, dissemination, and application.
• Knowledge Management Systems: Update and harmonize specific internal knowledge portals and databases maintained by UNICEF Generation Unlimited, namely the SharePoint portal, knowledge exchange site, programme trackers, country matrices, and technical partnership repositories.
• Technical support: Develop and implement the UNICEF Generation Unlimited assets database, including taxonomies, tags, and retrieval mechanisms for resources, to facilitate the delivery of technical support requirements such as presentations, briefs, notes, documentary inputs, proposals, donor reports, Board/GLC convenings, meeting/event preparatory resources etc. In doing so, develop system to track the usage and uptake of the assets database for continuous improvement, user-centricity, and fitness-for-purpose aligned with internal knowledge management priorities of UNICEF Generation Unlimited, working in close coordination with key programme team focal points.
• Programme research and learning: Working closely with Senior Advisor for Global Solutions, Programme Leads, Country Office focal points, and partners, update and deliver on key the research and learning agendas for UNICEF Generation Unlimited’s programmes, and support the development of learning briefs, after-action learning workshops, and communities of practice on key topics of importance.
• Capacity building: Based on the updated Knowledge Management strategy, support the capacity building of the UNICEF Generation Unlimited team, regional/country offices, and partners (including youth networks) through compilation of key knowledge updates, tools, and resources, and periodic dissemination through knowledge kits, newsletters, brown-bag sessions, and webinars.
• Knowledge partnerships: Support research and learning initiatives with key technical partners including but not limited to the ILO, World Bank, IsDB and others, and support key external collaborations such as the Green Jobs for Youth, and the UNICEF Generation Unlimited Technical Advisory Group (TAG) on MERL.
• YouthForesight: Support the creation, curation, and dissemination of knowledge outputs on decent jobs for youth, linked to the YouthForesight platform’s work plan to drive enrollment and engagement of youth on research and enquiry into youth development topics.
• Thought leadership: Work closely with relevant UNICEF Generation Unlimited leads to support thought leadership efforts in the youth skills and livelihoods space, particularly through technical inputs for executive reports and coordination for technical events such as the NEET Summit, working closely with the Senior Advisor for Global Programmes.
• Youth-led research: Conceptualize an approach to mainstreaming youth engagement in MERL through university-level collaborations and youth participatory research and knowledge creation.

• UNICEF Generation Unlimited Knowledge Management Strategy reviewed and updated – 31 August 2025

Develop the UNICEF Generation Unlimited Assets Database.

• UNICEF Generation Unlimited Assets Database is developed – 31 October 2025

Develop and implement the UNICEF Generation Unlimited agenda for knowledge partnerships and thought leadership.

• Knowledge partnerships and thought leadership agenda developed, and 1 thought leadership event organized and 1 Thought Leadership product conceptualized. – 31 December 2025

Develop and implement the UNICEF Generation Unlimited MERL capacity building plan.

• UNICEF Generation Unlimited team MERL capacity building plan is developed and 3 internal knowledge kits are developed and disseminated. – 28 February 2026

Develop learning briefs on UNICEF Generation Unlimited’s programmes.

• 6 learning briefs are published.- 30 April 2026

Deliver Webinars via YouthForesight knowledge platform

• 3 webinars organized via YouthForesight Knowledge platform – 30 May 2026

Collate and contribute to support preparation for UNICEF Generation Unlimited Global Leadership Council meetings and Board meetings.

• Inputs for 2 GLC and 3 Board pre-reads and presentations are finalized. – 30 June 2026

Qualifications

(1) Education

• A university degree in in social science, education, international relations, political science, communications, international development, business administration or other relevant disciplines is required.

An advanced university degree (Master’s or higher) is considered an asset.

2) Work experience

Knowledge/Expertise/Skills required:

• A minimum of two (2) years of progressively professional experience at the national and international levels in programme management, international development, and knowledge management is desired.
• Experience designing and executing knowledge management strategies to support programmes.
• Experience undertaking reporting to support programme and donor acquittal.
• Experience working in complex environments with multiple stakeholders.
• Experience working in youth development, labour markets, or Monitoring, Evaluation, Research, and Learning (MERL) is highly desired.
• Strong IT skills and fluency with Microsoft Office Suites, SharePoint, and other programmes is highly desired.
• Prior experience in the field will be considered a strong asset.

• Financial proposal that will include/ reflect :
  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
