We are searching for an experienced Consultant to join USAID TRADE Project on Short Term Basis, details are as follows: 

Primary Duties and Responsibilities: 

PROJECT DESCRIPTION

Trade Reform and Development in Egypt (TRADE) is a USAID-funded project whose objective is to increase Egypt’s international trade by increasing exports from small and medium-sized enterprises (SMEs) in the activity’s “selected sectors”; Engineering Products, Food Processing, Home textiles, Ready Made Garments, Chemicals, Printing and Packaging, and Building Materials

The TRADE Activity will achieve the following three Results:

1) Enhanced Export Capacity of SMEs, in particular New and Expanding Export- Ready Enterprises (NEEREs) in the Selected Sectors.

2) Strengthened Public and Private Trade-Support Institutions (e.g., Trade Associations, Export Councils, etc.); and

3) Improved Trade and Investment Policy, Regulatory and Institutional Environment

ASSIGNMENT BACKGROUND:

USAID TRADE seeks to hire a consultant to support selected TSIs in developing and enhancing their market intelligence and trade information services. The key activities under this assignment are multifaceted and designed to drive tangible improvements in the capabilities and offerings of the selected TSIs.

Firstly, the consultant will provide one-on-one support to selected TSIs to develop new market intelligence tools and trade information services or enhance their existing offerings. This support will be based on the results of an assessment of international best practices and the specific capacity and needs of each institution that took place over the past months. By leveraging global expertise and tailoring the solutions to the TSIs’ contexts, the consultant will help these organizations deliver more robust and impactful trade information services to their stakeholders.

Secondly, the consultant will advise selected TSIs on identifying high-potential export products and markets through knowledge transfer. The consultant will employ industry-leading methodologies and approaches to analyze market trends, consumer preferences, and competitive landscapes. The improved services generated from this work will enable the TSIs to better guide exporters towards the most promising opportunities, leading to more effective resource allocation and improved export performance.

Thirdly, the consultant will support various project activities that need expertise in international market research and analysis, as requested by the hiring team. By leveraging data-driven analysis and strategic planning, the consultant will help the project optimize its interventions and maximize its impact. This might include the co-development of an Exporter Guide to help SMEs and other relevant stakeholders better navigate the ecosystem.

Finally, the consultant will support the project with relevant Training of Trainers (TOT) activities in Market intelligence. These will focus on building the local capacities of existing instructors/trainers in the ecosystem in market intelligence, market research, export guide/market report development, and other relevant domains. This knowledge transfer will ensure the sustainability of the project’s outcomes and empower the TSIs to continue enhancing their services long after the consultant’s engagement has concluded. By delivering on these activities and achieving the desired outcomes, this assignment will contribute to the overall project’s goal.

TASKS

  • Personalized Support: Selected TSIs will receive one-on-one support to develop new market intelligence tools and trade information services or enhance existing ones based on international best practices and the institutions’ capacity.
  • Advisory Services: TSIs will receive advice on identifying high-potential export products and markets by employing industry best practices.
  • Training of Trainers (TOT): Support will be provided for relevant TOT activities in market intelligence, market research, market and product guide development.
  • Support various project activities that require expertise in international market research and analysis, as requested by the hiring team including supporting in the development of exporter guide if deemed necessary by the technical team in coordination with counterparts.

DELIVERABLES

  • Guidance Meeting Summary: Summary of one-on-one coaching sessions held with select TSIs to guide the development of new market reports and market research tools.
  • Tailored Templates: Templates for market intelligence tools tailored to the needs and capacities of select TSIs.
  • Research Recommendations: Recommendations on sector-specific and general information sources for researching markets of interest.
  • Briefs Analyses and Data Sheets: Analytical briefs and data sheets that TSIs will use to support selected high-potential subsectors, products, and markets.
  • TOT Workshops and Training Materials: Workshops and relevant materials for TOT activities will be used in Export Market Research and Market Intelligence training modules for the export management certification program (EMCP).
  • Support in the development of an export guide upon the request of the hiring team

EXPECTED OUTCOMES

  • Strengthened capacity of TSIs to deliver better services to exporters.
  • Improved Trade Information Services: TSIs will provide enhanced or new trade information services.
  • Enhanced Targeting and Resource Allocation to sub-sectors and export markets with the highest potential.
  • Knowledge transfer and enhancement of Trainers’ capabilities in areas related to Market intel, Market research & analysis. 

Required Qualifications:

QUALIFICATIONS

  • Advanced degree (Master’s or PhD) in international trade, economics, business administration, or a related field.
  • Minimum 10 years of professional experience in providing advisory services to trade promotion organizations, export development agencies, or similar TSIs.
  • Proven track record of designing and implementing capacity-building programs for TSIs, with a focus on enhancing their market intelligence, trade information services, and export promotion capabilities.
  • Extensive experience in conducting market research, export market analysis, and product-market matching for high-potential export opportunities.
  • Expertise in developing and delivering training programs on topics such as market intelligence, market research, export guide/market report development, and other relevant areas.
  • Deep understanding of the export ecosystem, including the roles and functions of various TSIs, the challenges faced by exporters, and global best practices in export promotion.
  • Thorough knowledge of international trade dynamics, market trends, and emerging opportunities in the target country’s key export sectors.
  • Strong analytical and problem-solving skills, with the ability to translate data-driven insights into actionable recommendations.
