Consultancy – Monitoring, Evaluation, Accountability, and Learning

International Alert is seeking a Monitoring, Evaluation, Accountability, and Learning (MEAL) consultant for a four-month consultancy to support our Mali program.

International Alert is a UK-based international peacebuilding organization working through research, advocacy, capacity building, inclusive dialogue, political and civic participation. Present in Mali since 2013, International Alert operates in the regions of Ségou, Mopti, Sikasso, and Timbuktu.

The MEAL Consultant will work under the supervision of the Country Director and closely collaborate with program teams. The Consultant will be responsible for coordinating the mid-term evaluation of a project aimed at countering violent extremism in central and southern Mali, reviewing the overall monitoring and evaluation system, supporting the recruitment of a Regional M&E Manager, and conducting outcome harvesting across various projects.

Key responsibilities

Mid-term evaluation planning and support:

– Develop Terms of Reference (ToRs) for the mid-term evaluation.

– Support the evaluators in designing the evaluation, selecting methodologies, and tools.

– Assist evaluators with data collection, analysis, and ensuring high-quality reports.

– Participate in donor and stakeholder meetings to prepare, discuss findings, and support the implementation of lessons learned.

Review of the MEAL system:

– Conduct an audit of the current MEAL system, identifying strengths and areas for improvement.

– Propose practical recommendations to enhance the system and develop accountability and learning mechanisms.

– Create a plan for implementing improvements, including priorities, resources, and timelines.

Support in recruitment and capacity development:

– Assist in the selection process for the Regional M&E Manager.

Outcome harvesting process:

– Adapt the outcome harvesting methodology, including objectives, research questions, and data collection tools.

– Organize interviews and focus groups with stakeholders to gather insights on project outcomes.

– Analyze the data to assess program impact, identify success factors, and challenges.

– Produce a detailed report summarizing the outcome harvesting process, findings, and conclusions.

Deliverables

– ToRs for the mid-term evaluation, including objectives, methods, tools, and timeline.

– A support report detailing evaluation methodologies and tools, including recommendations for best practices.

– A review document with feedback and suggestions to improve the evaluation reports.

– An audit report on the MEAL system with recommendations for improvements.

– A recruitment support report, outlining selection criteria, the process, and final recommendations.

– A final report documenting the outcome harvesting process, key findings, lessons learned, and practical insights for future evaluations.
