NRC is seeking a consultancy lasting 40 days to conduct a summative evaluation of the Right to Wellbeing initiative. The objective of this evaluation is to assess the extent to which the Better Learning Programme (BLP) has been effectively institutionalized within NRC’s education core competency, and to document lessons learned and provide actionable recommendations regarding the continuation/conclusion and the sustainability of the institutionalization process.

The consultant(s) will be responsible for:

  • Conducting a comprehensive evaluation of the RtW25 initiative, focusing on the integration of BLP into NRC’s education strategy, systems, and processes.
  • Assessing capacity building efforts, including the effectiveness of regional PSS hubs, Master Trainers, and country office teams.
  • Identifying gaps and providing recommendations for sustainable PSS integration, aligned with the upcoming Together for Wellbeing 2030 (TfW30) initiative.
  • Developing and implementing an evaluation methodology, including document reviews, stakeholder interviews, case studies, and surveys.
  • Producing key deliverables, including an Inception Report, Final Report (max 30 pages), Case Studies (max 4 pages each), and briefing notes for stakeholders and donors.
  • Presenting preliminary and final findings to internal and external audiences.

Qualifications and Experience:

We are looking for individuals or teams with the following qualifications:

  • Minimum 8 years of senior evaluation experience in humanitarian settings.
  • At least 7 years of experience in programme evaluation within the humanitarian aid sector, with expertise in both qualitative and quantitative methods.
  • Proven experience evaluating programme development and institutionalization in humanitarian organizations.
  • Strong knowledge of psychosocial support (PSS) programming and Education in Emergencies (EiE).
  • Extensive experience in evaluating capacity building initiatives.
  • High-level proficiency in English and exceptional report writing skills.
