The key purpose of this activity is to coordinate the country support projects in priority countries, assist in the donors’ performance evaluation of selected countries, coordinate the preparation of technical proposals, and prepare semi-annual and annual reports. Additionally, the consultant will assist countries with the implementation of Institutional development Plans (IDP) and capacity development initiatives.
Equitable access to health products is a global priority, and the availability, accessibility, acceptability, and affordability of health products of assured quality need to be addressed in order to achieve the Sustainable Development Goals, in particular target 3.8. Access is concerning, given the high prices of new pharmaceuticals and rapidly changing markets for health products that place increasing pressure on all health systems’ ability to provide full and affordable access to quality health care.
WHO’s comprehensive health systems approach to increasing access to health products is guided by a series of World Health Assembly and Regional Committee resolutions. WHO has been taking an active role in helping Member States strengthen their regulatory systems as part of the overall strengthening of their health systems, including the facilitation of good decision-making processes, the development of technical competency, and the harmonization and convergence of global norms and standards. Despite significant progress being made, many countries are still struggling to implement critical regulatory functions at the minimum level required by the relevant WHA resolution on strengthening health systems and regulatory capacities.
Under the supervision and guidance of the Medical Officer, Regulatory Systems Strengthening, Essential Medicines and Health Technologies, Health Systems and Services at the WHO Regional Office for the Western Pacific Region, the consultant will have to deliver the following:
Output/s
Output 1: Strategic planning and reporting of the donors’ aid project, Ministry of Food and Drug Safety (MFDS), Korea Disease Control and Prevention Agency (KDCA) and others, in regulatory systems strengthening in liaising with WHO country office focal points
Deliverable 1.1: Draft final technical report for the 10th year of the MFDS-funded project (Apr/2024 – Jun/2025), summarizing the key outcomes of MFDS investment in beneficiary middle-income countries and the technical support provided.
Deliverable 1.2: Draft midterm technical report for the 11th year of the MFDS-funded project (Apr/2025 – Mar/2026), summarizing the key outcomes of MFDS investment in beneficiary middle-income countries and the technical support provided.
Deliverable 1.3: Draft final technical reports for the donor projects of JVC and KVC (KDCA), summarizing the key outcomes of donor investment and the technical support provided to the least developed countries and middle-income countries.
Output 2: Full implementation of MFDS-funded multi-bilateral aid projects in regulatory systems strengthening by liaising with WHO country office focal points
Deliverable 2.1: Coordinate the implementation of the MFDS-funded 10th and 11th projects, including monitoring and reporting on the monthly progress of implemented activities, as well as monitoring budget utilization by the budget centers.
Deliverable 2.2: Coordinate the implementation of the donor projects of JVC and KVC (KDCA), including monitoring and reporting on the monthly progress of implemented activities, as well as monitoring budget utilization by the budget centers.
Deliverable 2.3: Documentary evidence of technical support for the implementation of activities (meeting minutes, correspondences, and other documentation for the technical assistance)
Output 3: Coordinate donor engagement activities, including annual briefing and preparation of a country impact assessment
Deliverable 3.1: Prepare documents for donor briefing, review of the draft survey questionnaire and country impact assessment
Deliverable 3.2: Provide technical guidance to country offices’ focal persons on donor briefing and country impact assessment, including alignment with donor expectations, and assisting in the interpretation and presentation of impact data
Output 4: Coordinate regional partners for country support
Deliverable 4.1: Prepare composite table of partnership activities by country and monitoring of individual development plans (IDP) implementation by priority countries
Essential: A university degree in medicine, pharmacy, chemistry, biologicals or health-related sciences from a recognized institution.
Desirable: Postgraduate degree in statistics.
Essential: At least five years of proven professional and working experience in research or regulation of medical products
Desirable: Developing and managing systems in developing countries and/or international organizations is highly desirable
Expert knowledge of English (writing, reading and speaking)
Off site: Home-based
The Consultant is expected to travel to some of the priority countries (Cambodia, Lao PDR, Mongolia, Viet Nam, and others).
Remuneration: Band level B, USD 7,000 (monthly)
Expected duration of the contract: 5 months, June to November 2025
