Terms of Reference “Consultancy Service for Preparing an AI-Integrated Training material for Jordanian Schools: Enhancing Digital Skills and Reducing Dropout Rates”

1. Introduction

1.1 Project Overview

Project Name: Building Sustainable AI-Enabled Learning Systems in Jordanian Schools: Strengthening Capacity and Reducing Dropout.

Implementer: Branches of Mercy (BOM) in Karak, in collaboration with our partner, Vision Hope International (VHI).”

1.2 Background

Branches of Mercy is a charitable association (NGO) founded in 2010, operating in the southern Jordanian city of Karak is dedicated to promoting social change and addressing societal issues. BOM focuses on empowering women, young women, and children, aiming for a more inclusive society. The organization provides educational opportunities to underprivileged communities, including formal education, skill development, and vocational training. BOM also promotes gender equality by supporting women’s economic opportunities and advocating for their rights. Additionally, BOM invests in child development through comprehensive programs that include education, nutrition, and psychosocial support.

Building on its previous experience, BOM has adopted a strategy to address educational needs in Jordan. Recognizing the evolving educational landscape in Jordan and the need for innovative solutions, in partnership with Vision Hope International (VHI), BOM has launched the initiative “Building Sustainable AI-Enabled Learning Systems in Jordanian Schools: Strengthening Capacity and Reducing Dropout” in Karak and Amman. This initiative aims to tackle educational challenges by utilizing AI-supported resources. By promoting innovation and digital skills, it seeks to reduce dropout rates and improve learning outcomes

1.3 Program Design

Over all Objectives: The project contributes to reducing the school dropout rate through the provision and effective use of AI-supported educational resources in Jordan.

To achieve this objective, VHI and BOM have developed a series of program activities,

Sub-objective 1: Provide pedagogical infrastructure and equipment to Prepare capacity and skills in the effective integration and management of AI-based learning systems and promote methods for the didactically meaningful integration of AI into teaching. This will enable 2,560 students to enhance their digital skills through improved and innovative learning approaches.

  1. Overview of the evaluation of AI tools and training requirements Purpose: The purpose of the assessment is to record the current use of AI tools and determine the specific training needs for the eight pilot schools in Amman and Karak.
    1. Cooperation with the Ministry of Education in setting up AI support units in the education directorates in Karak and Amman. In cooperation with the Ministry of Education, BOM is setting up two “AI Support Units” in Karak and Amman to support the integration of AI in the education sector. These units focus on developing AI strategies and coordinating implementation.
    2. Development of a comprehensive AI training program for teachers: This curriculum will be tailored to the specific needs and challenges faced by teachers in both regular and refugee schools in Amman and Karak. The curriculum will be based on the experiences and key findings of the assessment, which will provide an important starting point for the development of effective resources that meet the specific needs of Amman and Karak and the target population. This curriculum, developed by experts with in-depth knowledge of curriculum preparation related to artificial intelligence, will be used in both Amman and Karak.
    3. Selection and training of 40 teachers within the Education Directorates or the 8 pilot schools in Karak and Amman on AI tools and methods.
    4. Introduction of AI technology resources for 2,560 students: AI technology is being integrated into classrooms for 2,560 students, utilizing a diverse range of AI-driven learning methods by trained teachers. These methods offer untapped potential to break down educational barriers, enhance student engagement, and serve as a critical tool for students who need it most. Teachers across the schools will leverage AI tools to deliver personalized learning experiences to approximately 320 students in four key subjects: math, Arabic, science, and English. This approach ensures that learning materials are tailored to each student’s unique needs and learning pace.

Sub-objective 2: Creation of operational and maintenance competencies of the technical support teams in cooperation with technology companies.

2.1 Establishing partnerships with local technology companies and improving the educational Infrastructure: partnerships are being established with local technology companies, telecommunications providers and the Ministry of Education.

2.2 Establishment of technical support units in 8 pilot schools: To ensure the seamless integration and operation of AI tools in the educational environment, a robust technical support system is essential. Instead of setting up separate units, two teachers with technical aptitude will be selected from each pilot school to form the core of the school’s technical support team. These teachers will be trained to handle all technical challenges, support teachers and students and maintain the

infrastructure.

Sub-objective 3: A strong network for AI-supported learning will be established through collaboration between educational authorities, universities, and research centers.

1.4 Declaration of the consultant

The consultant team shall carry out his/her tasks as an independent expert.

1.5 Duration

To complete this contract, the consulting team must finish the task by March 1, 2025, or upon receiving final approval from the Ministry of Education, whichever comes first, including days for testing, feedback collection, and revision. The contract can be extended if both parties agree.

1.6 Remuneration

The total consultancy fee will be disbursed upon approval of the deliverables by Branches of Mercy (BOM). While the maximum amount for the consultancy is set through the budget, preference will be given to lower-cost offers that maintain the same or higher quality.

BOM retains the right to withhold payment if the deliverables do not meet the required standards or are deemed unsatisfactory.

The consultant fee covers all possible local levies, taxes, and other duties, if any to be paid.

The consultant is responsible for the payment of insurance, all applicable taxation, and all other fees including infringement of local legislation.

Other Provisions

If the project is terminated beyond the control of BOM, by means of force major, the contract is terminated on the same date and no claims are to be filed against BOM.

2. Requested services

2.1 Objective for this assignment

On behalf of BOM, Vision hope international is looking for a consultant/ team to lead the preparation of a comprehensive AI training program for teachers under sub-objective 1.3. This initiative aims to create an innovative self-learning model in partnership with the Ministry of Education (MoE). The consultant/team will also be responsible for making revisions based on feedback from two initial testing schools from the eight pilot schools and providing the necessary materials and tools to ensure effective integration of AI in education.

2.2 Key Responsibilities:

The Consultant/team is responsible for the following tasks:

  1. Prepare a Comprehensive AI Training Program for Teachers, Including:

    • Introduction to AI in education: Overview of AI, its importance, and possible open source (license free) applications in the classroom, considering the internet bandwidth available either by Mobile Internet or Internet provided by the school.
    • AI tools and software: Detailed exploration of specific open source (license free) AI tools tailored for use in the classroom, their benefits, and practical applications.
    • Pedagogical approaches with AI: Strategies and methods for integrating open source (license free) AI tools into the classroom, ensuring that the technology does not replace the human touch, but complements it.
    • Ethical considerations: Addressing potential ethical dilemmas and challenges in the use of AI in education, including privacy concerns.
    • Continuous learning and training: Methods for teachers to stay current in the rapidly evolving field of AI and its applications in education.
    • Practical exercises and case studies: real-world examples and practical exercises to help teachers understand the practical applications of the curriculum.
    • Inclusion of Female Role Models: Integrate modules that highlight influential women in AI and technology, along with problem-solving scenarios relevant to girls’ experiences.
    • Gender-Sensitive Content: Ensure the curriculum is tailored to be inclusive and supportive of girls, addressing topics like internet safety, cyberbullying prevention, and promoting e-learning equality.
    • Showcasing Women in Tech: Regularly feature success stories of women in technology within course materials and on social media platforms to inspire and motivate female students.
  2. Revision After Testing in Pilot Schools:

    • Conduct a pilot test of the Prepared self-learning model in two of the selected pilot schools in Amman and Karak after approval for testing the material from the MoE.
    • Collect and analyze feedback from teachers and students.
    • Revise the Prepared training materials based on the feedback to enhance its effectiveness and usability and receive final approval from MoE.
  3. Materials and Tools Preparation:

    • Prepare comprehensive training materials and tools that support the AI curriculum.
    • Ensure materials are culturally relevant, inclusive, and accessible to all teachers.
    • Include practical exercises and real-world case studies to help teachers understand practical applications.

3. Deliverables and Reporting Requirements

3.1 Proposal Approval

After submitting the Training Materials Preparation Proposal, including the Proposed Fees in the initial application, the selected Consultant will be invited to attend a meeting with staff by [specific date] to discuss the proposal, review existing training materials, and adjust the methodology as required.

3.2 Training Preparation Plan

Once the contract is signed, the Consultant/team should then submit a revised training materials preparation plan, which should include:

  • A detailed methodology for the preparation of training materials, work plan, and timeline.
  • Draft training modules and other instructional materials.
  • List of stakeholders and experts to be consulted during the preparation of the training materials process, with clear selection criteria.
  • Known limitations to the training materials preparation design.

The Plan will be Prepared in close collaboration with BOM staff and MoE, and the final version must receive their formal approval.

3.3 Preparation of Training Materials

Upon approval of the Training Preparation Plan, the Consultant will commence the Preparation of training materials. The Consultant will:

  • Prepare comprehensive AI training materials, including practical exercises, case studies, and gender-sensitive content.
  • Provide printed manuals for training materials.
  • Ensure materials are culturally relevant, inclusive, and accessible to all teachers.

3.4 Pilot Testing and Feedback Collection

  • Conduct a pilot test of the Prepared training materials in two of the 8 selected schools in Amman and Karak.
  • Collect and analyze feedback from teachers and students.
  • Revise the training materials based on the feedback to enhance their effectiveness and usability.

5. Deadlines

Deliverables must be in both English and Arabic and submitted by the following dates:

5.1 Comprehensive AI Training Curriculum:

  • A detailed self-learning model document: December 10th, 2024
    • Revised versions based on pilot testing (in two schools) feedback
    • Further Revision of Training Material

6. Reports:

The consultant will report to BOM project manager and provide regular updates on progress. All deliverables must be submitted as per the agreed timeline.

  • Initial report outlining the preparation of the training materials strategy.
    • Report after pilot testing, detailing feedback and proposed revisions.
    • Final report with the revised curriculum and recommendations for broader implementation.
    • All reports should be written both in Arabic and English

7. Qualifications and Experience

  • Strong education with a university or master’s degree in education, AI, or management or in other relevant fields
  • Proven experience in training materials Preparation and teacher training, particularly in technology or AI.
  • Familiarity with the Jordanian education system and its challenges.
  • Experience working with diverse student groups.
  • Ability to collaborate with educators, students, and other stakeholders to gather input.
  • Strong analytical and feedback incorporation skills.
  • Excellent communication and project management skills.

8. Confidentiality

During their service and while performing their duties, the consultants will gain access to various confidential technical, financial, and commercial information belonging to BOM. Disclosure of such information could harm the interests of the (NGO/lNGO) and should not be revealed to any individual, firm, or organization.

The consultants agree and commit to not disclosing or sharing any confidential information with any person or entity without explicit authorization from the Company. This obligation will remain in effect even after the expiration or termination of this Contract for any reason.

The NGO retains the right to pursue appropriate legal action against the consultants for any breach of this confidentiality obligation and to seek compensation for any damages incurred because of such disclosure.
