TERMS OF REFERENCE
CONSULTANCY SERVICE FOR SUPPORT IN THE DRAFTING OF OXFAM IN JORDAN’S COUNTRY STRATEGY (RFQ-JOAMM-25-0043)
Introduction and objectives of the assignment:
Oxfam in Jordan is in the process of revising the current country strategy to align with emerging needs and changing contexts in the country.
Oxfam is seeking an expert to support the country office in the process of drafting the country strategy (2025-2030) through providing support in the validation and drafting of the strategy through direct collaboration and work with Oxfam’s management team in Jordan.
Scope of Work:
The expert is expected to deliver the following key tasks:
- Initiate the process for strategy revision through working with Oxfam in Jordan’s management team to identify expectations and priorities
- Provide a deep analysis of Jordan’s political, economic, and social context to be included in the country strategy and in relation to Oxfam’s key pillars for climate, economic, and gender justice
- Develop detailed outline for the Country Strategy to be reviewed and validated with Oxfam’s senior management team in Jordan
- Draft the new Country Strategy to be reviewed and finalized within the duration of the assignment
- Facilitate validation workshops with Oxfam’s internal teams and external stakeholders
- Revise program theories of change with the country management team
- Organize an internal presentation and launch of the country strategy for Oxfam staff in Jordan
Timeline:
The service is expected to be completed by the end of June 2025
Qualifications:
- Proven track record in developing country strategies for INGOs, UN agencies, or international organizations.
- Experience in strategy development and design of MEAL frameworks
- Deep knowledge of Jordan’s socio-political and economic landscape, including humanitarian and development challenges.
- Familiarity with local government policies, national development plans, and sectoral strategies
- Experience in working with INGOs either as staff or consultant
- Strong skills in facilitating workshops, consultations, and discussions with INGO staff, local NGOs, government agencies, and donors.
