PATH is supporting the Uganda National Expanded Program on Immunization (UNEPI) at the Ministry of Health to deliver interventions that are aimed at increased demand and uptake of immunization services throughout the country. These include media-related activities that enhance increased knowledge and awareness of vaccines provided in the routine immunization schedule, as well as introduction of new vaccines. 

Several barriers continue to negatively affect the uptake of vaccination services. Some of these barriers include; limited knowledge and awareness of parents and caregivers about the value of immunization, inadequate communication and social mobilization for immunization services using differentiated approaches, especially for underserved and hard to reach communities and low vaccine confidence that is perpetuated by myths, misconceptions, misinformation and disinformation about vaccines spreading especially through unfiltered and uncensored social media content.

To address these barriers, PATH, in collaboration with the Ministry of Health under the Public Relations (PR) office and other departments (HP&E and EPI) plans to engage an experienced creative audio-visual production consultant to deliver a variety of audio-visual messages on routine immunization that will be disseminated through various digital media platforms.

The Consultant will develop creative content for digital messaging on immunization including 3D animations based on technically reviewed concepts by PATH and the EPI program technical teams. The consultant will work for a maximum of 25 days to execute this assignment. The Consultant will use their industry expertise to weave in any other necessary creative elements that will make the final products complete and relevant for purpose.

Assignment Objective:

Develop educative and creative audio-visual content on immunization that includes visually appealing graphics and animations.

CONSULTANT ACTIVITIES

The Consultant shall be required to undertake the following activities for them to successfully deliver the assignment;

Develop a Creative Brief: The Consultant will develop a creative brief, in close consultation with the PATH and MOH/EPI teams, which will guide the entire production process. For example, the creative brief will outline key elements such as the priority audience, the communication objective for each audio-visual message, the tone, key promise/support statements, call to action, among others.

Develop production scripts: The Consultant will develop 5 standard production scripts that incorporate ideas from an approved creative brief. The production scripts will be reviewed and approved by PATH and MOH/EPI and Health Promotion Department technical leadership before being applied in the production process.

Production and post-production of audio-visual messages: Based on the approved production scripts, the consultant will then proceed to undertake the production and post-production processes within agreed timelines. The produced messages will be subjected to the same review. The primary PATH contact for this assignment is the Senior Program Manager, Civil Society Engagements, who will coordinate the execution of this consultancy on behalf of PATH and ensuring the Consultant’s deliverables are received, reviewed, approved and cleared for payment. PATH reserves the right to modify and make changes to this scope of work including execution timelines in consultation with all the key stakeholders involved.

TRAVEL

This consultancy will not include any travel outside of Kampala, unless it has been expressly sanctioned by the MOH/EPI leadership or PATH. In such circumstances, such a travel will be confirmed and communicated in writing to the Consultant with clear terms of engagement regarding duration, deliverables, costs involved and how they will be met.

  • The financial proposal MUST include all tax obligations such as Withholding Tax and VAT, whichever is applicable.
  • PATH does not give advance to external consultants to execute such assignments so only bidders who are financially capable of undertaking the assignment and thereafter invoice PATH on submission of final approved deliverables should apply.
