How can you make a difference? 

Strengthening and advancing a targeted approach to localization in MENA, building on existing gains while addressing critical gaps to ensure greater impact and sustainability. 

Scope of Work:

The consultant will provide technical support to strengthen UNICEF MENARO’s approach to localization, focusing on training and integration into PME systems. Specifically, the consultant will:

Training

  • In collaboration with RO and country office localization focal points, identify priority areas where greater understanding of localization is needed, building on trends identified in the baseline.
  • Develop a standardized regional training package on localization, drawing on existing RO and HQ training resources, to be adapted and cascaded with local and national partners.
  • Facilitate training sessions in selected countries and support the roll-out to partners.

Localization in PME systems

  • Develop a methodological guidance note to measure and monitor progress on localization.
  • Support COs to adapt, pre-test and contextualize the methodology note.
  • Work with RO PME to validate and institutionalize the methodology, ensuring mutual reinforcement and alignment across offices.

A comprehensive report identifying priority areas where greater understanding of localization is needed. This should be based on consultations with RO and CO localization focal points, and others as required, as well as trends identified in the baseline.

Standardized regional training package

A finalized, adaptable regional training package for UNICEF country offices and partners on localization, developed using existing RO and HQ resources. The package should be culturally and contextually relevant for use with local and national partners. Including the following:

Training materials: A full set of training materials (presentations, handouts, facilitator guides, etc.) ready for delivery, aligned with the training package.

Training sessions delivered: A series of facilitated training sessions in selected countries, including post training evaluations and feedback summaries to assess effectiveness and areas for improvement

Training roll-out plan: A detailed roll-out plan for country offices and partners, including timelines, resources, and guidance on how to cascade the training.

Methodological guidance notes

A detailed, evidence-based guidance note on how to measure and monitor progress on localization. The note should include practical tools, indicators, and steps for integration into PME systems. This would include the following:

Understanding of how COs currently measure

localization: a quick summary of current methods to measure localization in select county offices

Guidance note development: A strategy and action plan for validating and institutionalizing the methodology within CO PME systems, ensuring alignment across COs.

This should include an outline of how to align the methodology with existing PME frameworks.

To qualify as an advocate for every child you will have… 

Education: Master or equivalent (Advanced University Degree) in development, social sciences, or

related fields are required.

Work Experience:

•At least 10 years experiences in the humanitarian and/or development sector is required.

  • UN experience is required.
  • Extensive knowledge in localization, across humanitarian and development contexts is desirable.
  • Outstanding experience in cascading training and crafting adapting to CO context and realities is desirable.
  • Extensive expertise in developing relevant materials and in conducting pre-testing sessions to measure localization imperatives is desirable.
  • Expertise in PME systems

Language Requirements:

  • Fluency in English is required.
  • Fluency in Arabic and/or French is a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
