  1. Introduction

Oxfam in Iraq is implementing a pilot dairy project with the aim to improve livestock management in Ninewah governorate. OXFAM plans to support the association members with needed equipment and tools and support strengthening of the organizational capacities to become an effective representative body. This will enable the association to provide local farmers with regular guidance, services and support through the association and delivery of trainings, assessment of the capacity needs and development of the training curricula. The association will also lead to organize networking events with all the value chain actors to create linkages with traders from the private sector.

  1. Objectives:

The objective of this assignment is to strengthen the organizational capacity of the association so it can effectively support its members, advocate on their behalf, and facilitate access to training, financial resources, and markets. This initiative seeks to position the association as a viable and sustainable institution for livestock farmers.

The specific objectives of the assignment are to:

  • Improve organizational governance and management practices of the association.
  • Strengthen member engagement and participation in decision-making.
  • Build capacity for project and financial management and resource mobilization to ensure sustainability.
  • Improve skills and knowledge of members in networking and engagement, access to markets, services, and training opportunities.
  • Develop capacity in identifying potential donors and securing funding.
  1. Scope of Work

The consultant or technical team will:

  • Conduct an organizational assessment to identify current strengths, weaknesses, and areas for improvement within the association.
  • Develop a capacity-building plan that includes governance, management, financial systems, and member services.
  • Facilitate training sessions and workshops in topics suc as:
    • Governance and leadership
    • Project cycle management including financial management and budgeting
    • Networking and stakeholder engagement
    • Resource mobilization
  • Support the establishment of effective communication channels within the association to improve member engagement.
  • Develop a resource mobilization strategy to help the association secure funding, partnerships, and resources mobilization.
  • Assist in creating an networking plan to effectively communicate members’ needs to local authorities, financial institutions, and other stakeholders.
  1. Key Deliverables:

The consultant/team is expected to deliver the following:

  • Organizational Assessment Report detailing strengths, weaknesses, and recommended areas for improvement.
  • Capacity-Building Plan outlining training and development needs,
  • Training Materials and Workshop Reports for each training session conducted (a 3-5-day training days for all topics for two to three different groups (35-50 participants in total to be trained in all topics), in total 10-15 training days).
  • Resource Mobilization Strategy to ensure the association can access funding and resources.
  • Networking and Communication Plan to engage external stakeholders effectively.
  • Final Project Report summarizing activities, outcomes, lessons learned, and recommendations for future strengthening efforts, including topics and needs identified during the trainings sessions.

Proposal requirements

Oxfam is requesting the service providers to hand in a proposal of maximum three (3) pages, which should highlight the methodology and analytical approaches that the consultant will employ for acquiring and analyzing data; the types of data(sets) that will be used; an analysis plan; and a workplan. The proposal should also include a succinct description of consultant’s capacities and any relevant experience related to the ToR. The 3-page proposal does not include biographies, CVs, diplomas, sample work and references, which should be submitted separately. Proposals not fulfilling the minimum criteria will be excluded from the tender procedure and will not be assessed further.

Note: Consultant will not be responsible for boarding/logistic cost of trainees or arranging the training cost (such as transportation for participants, venue, refreshment and food, hand outs printing). In the financial proposal, the bid should only include the direct cost of consultants (daily rate, travel/boarding etc). , the training delivered have to be in Arabic language and the submitted reports and documents to Oxfam have to be in English language

Timeframe

The assignment will be starting the 15st Jan until the 20th February 2025, inclusive of the submission of the final deliverables defined within. Weekly meetings will be held to discuss findings and direction of work.

Education and Experience

  • The team should have significant knowledge and experience in strengthening associations and networks.
  • The team should have technical knowledge of organizational governance, capacity building, economics, and marketing.
  • Ability to work in Iraq and in the target governorates for training and assessments.
  • Experience on research on business models and financial feasibilities.
  • Experience in Iraq and MENA region is an asset.
  • Proficiency in English and in Arabic.

Total Technical:

Financial Proposal: 30% (trainer fees, including accommodation and transportation to the training venue location (Al-Hamdaniya district, deliverables development in soft copy, any other costs related to consultant fees)
