How can you make a difference?
The Young People Team of the UNICEF Thailand Country Office is seeking an expert to lead a Rapid Assessment of Child and Adolescent Road Safety in Thailand. This assessment will provide a comprehensive analysis of the burden and impact of road traffic injuries on children and adolescents, identify key risk factors, and review existing road safety policies, laws, and interventions, particularly those targeting children and youth. The rapid assessment will map out relevant stakeholders and highlight opportunities for strengthened collaboration.
The findings will inform UNICEF’s engagement in this area, support evidence-based advocacy for safer environments for children and adolescents and contribute to the preparation of the new UNICEF Thailand Country Programme 2027-2031 by helping to identify UNICEF’s comparative advantage in addressing road safety challenges.
Work assignment and deliverables:
Assignment 1: Development of Inception Report
The consultant will be responsible for developing a comprehensive Inception Report that outlines the framework for the rapid assessment. The report will include the following:
- Purpose, Objectives, and Intended Use: Clearly define the purpose and objectives of the rapid assessment and describe how the findings will be used.
- Methodological Approach: Detail the approach, including a justification for the selected data collection methods and analysis techniques.
- Stakeholder Identification: Identify key stakeholders for data collection, including young people, policymakers, law enforcement, and civil society actors.
- Data Collection Tools: Propose data collection tools, such as KII protocol.
- Ethical Considerations: Address ethical considerations in line with UNICEF’s Procedure for Ethical Standards in Research, Evaluation, Data Collection, and Analysis.
- Risk Assessment and Mitigation: Identify potential risks in the data collection process and propose mitigation measures.
- Work Plan and Timeline: Provide a detailed work plan and timeline with key milestones and deliverables.
- Desk Review: Conduct a desk review containing:
- A review of existing policies, regulations, and key data on road safety in Thailand, with a focus on children and adolescents.
- A review of effective global good practices in road safety interventions, with examples from at least three upper-middle income or high-income countries.
Expected Deliverable: Inception Report in English.

Assignment 2: Conduct Key Informant Interviews (KII)
The objective of KIIs is not only to supplement gaps in information from the desk review but also to identify critical gaps in road safety interventions and explore potential solutions. These qualitative methods will provide first-hand insights from both road safety intervention developers and beneficiaries, highlighting barriers, challenges, and opportunities in the current landscape.
The KIIs will engage individuals with direct experience in road safety interventions to assess whether existing initiatives adequately address community needs and to identify unmet needs. The KIIs, conducted with key stakeholders, including government agencies, NGOs, UN organizations, and youth-led organisations, will complement the desk review by mapping current interventions, institutional capacities, and policy implementation challenges.
A special focus will be placed on road safety interventions targeting children, adolescents, and other at-risk populations.
It is expected that the consultant will conduct minimum 10 KIIs with key stakeholders and summarise key findings from each interview in English.
The findings from the KIIs will be systematically analyzed and integrated into the draft report (Deliverable 3) to provide a comprehensive assessment of road safety interventions in Thailand.
Expected deliverable: Minimum 10 KIIs conducted, and findings summarized in English.
Delivery Schedule: 15 May 2025 (4 days)
Assignment 3: Preparation of Draft Rapid Assessment of Child and Adolescent Road Safety in Thailand and Validation of the Findings
In this phase, the research consultant will develop and submit a draft report (maximum 25 pages, excluding annexes) and prepare a PowerPoint presentation summarizing the key findings.
To ensure the report’s relevance and accuracy, the consultant will:
- Facilitate an online validation workshop with UNICEF staff and key stakeholders to present preliminary findings and recommendations. This session will serve as a platform to gather feedback, validate key insights, and refine recommendations before finalizing the report.
- Incorporate stakeholder feedback from both workshops into the final report to enhance its practicality, relevance, and policy impact.
Expected Deliverable: Draft Rapid Assessment of Child and Adolescent Road Safety in Thailand and PowerPoint presentation with key stakeholders.
Delivery Schedule: 15 June (10 days)
Assignment 4: Preparation of Final Rapid Assessment of Child and Adolescent Road Safety in Thailand
Following internal and external consultations and the validation workshop, the consultant will develop the final report in English (maximum 25 pages excluding annexes) in line with the agreed outline from the Inception Report.
The report will:
- Identify key gaps in existing road safety interventions in Thailand, with a particular focus on children and adolescents.
- Provide a set of actionable recommendations for key stakeholders and for UNICEF Thailand Country Office (TCO), demonstrating UNICEF’s strategic role and added value in road safety. The recommendations will highlight if and how UNICEF can complement existing efforts, address critical gaps, as part of the new Country Programme 2027-2031.
Expected deliverable: Final Rapid Assessment of Child and Adolescent Road Safety in Thailand
Delivery Schedule: 30 June 2025 (2 days)
Duration of Contract: 10 April 2025 – 30 June 2025
Duty Travel: Travel is not anticipated in this assignment.
To qualify as an advocate for every child you will have…
- Qualifications or specialized knowledge/experience required
– Bachelor’s degree (or equivalent) in a relevant field such as public health, transportation engineering, urban planning, social policy, political science, or a related discipline. A master’s degree in a relevant field is an advantage.
– Minimum 5 years of professional experience in research and evaluation with a focus on child rights, including experience in designing research methodologies.
– Demonstrated expertise in road safety issues, particularly those affecting children and adolescents.
– Previous experience conducting research in collaboration with the United Nations, particularly UNICEF.
– Ability to conduct interviews with various stakeholders, including young people.
– Proficiency in Thai and English, including speaking and writing skills. Ability to effectively use translation tools and coordinate interpreters when necessary.
