The Young People Team of the UNICEF Thailand Country Office is seeking an expert to lead a Rapid Assessment of Child and Adolescent Road Safety in Thailand. This assessment will provide a comprehensive analysis of the burden and impact of road traffic injuries on children and adolescents, identify key risk factors, and review existing road safety policies, laws, and interventions, particularly those targeting children and youth. The rapid assessment will map out relevant stakeholders and highlight opportunities for strengthened collaboration.
The findings will inform UNICEF’s engagement in this area, support evidence-based advocacy for safer environments for children and adolescents and contribute to the preparation of the new UNICEF Thailand Country Programme 2027-2031 by helping to identify UNICEF’s comparative advantage in addressing road safety challenges.
Work assignment and deliverables:
Assignment 1: Development of Inception Report
The consultant will be responsible for developing a comprehensive Inception Report that outlines the framework for the rapid assessment. The report will include the following:

Assignment 2: Conduct Key Informant Interviews (KII)
The objective of KIIs is not only to supplement gaps in information from the desk review but also to identify critical gaps in road safety interventions and explore potential solutions. These qualitative methods will provide first-hand insights from both road safety intervention developers and beneficiaries, highlighting barriers, challenges, and opportunities in the current landscape.
The KIIs will engage individuals with direct experience in road safety interventions to assess whether existing initiatives adequately address community needs and to identify unmet needs. The KIIs, conducted with key stakeholders, including government agencies, NGOs, UN organizations, and youth-led organisations, will complement the desk review by mapping current interventions, institutional capacities, and policy implementation challenges.
A special focus will be placed on road safety interventions targeting children, adolescents, and other at-risk populations.
It is expected that the consultant will conduct minimum 10 KIIs with key stakeholders and summarise key findings from each interview in English.
The findings from the KIIs will be systematically analyzed and integrated into the draft report (Deliverable 3) to provide a comprehensive assessment of road safety interventions in Thailand.

Delivery Schedule: 15 May 2025 (4 days)
Assignment 3: Preparation of Draft Rapid Assessment of Child and Adolescent Road Safety in Thailand and Validation of the Findings
In this phase, the research consultant will develop and submit a draft report (maximum 25 pages, excluding annexes) and prepare a PowerPoint presentation summarizing the key findings.
To ensure the report’s relevance and accuracy, the consultant will:

Assignment 4: Preparation of Final Rapid Assessment of Child and Adolescent Road Safety in Thailand
Following internal and external consultations and the validation workshop, the consultant will develop the final report in English (maximum 25 pages excluding annexes) in line with the agreed outline from the Inception Report.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
