1. INTRODUCTION AND BACKGROUND
The Lutheran World Federation (LWF) is an international humanitarian organization with a global
presence in countries across Africa, Asia, Europe, and Central America. The global headquarters of LWF is in Geneva, Switzerland. At the regional level, LWF is headquartered in Nairobi, Kenya, serving both the Kenya and Somalia country programs. The Lutheran World Federation provides quality humanitarian assistance to displaced and affected communities and focuses on three priority areas: i) Sustainable Livelihoods, ii) Quality Services, iii) Protection and Social Cohesion. The Lutheran World Federation (LWF) World Service established a presence in Kismayu, Jubbaland State in Somalia in 2017 to create a continuum between its refugee assistance and protection program in Dadaab refugee camps. Since 2017, LWF has been working closely with the relevant Jubbaland State Ministries, including the Ministry of Education and Higher Learning (MoEHL), Ministry of Women, Family Affairs, and Human Rights, and the Ministry of Humanitarian Affairs. From 2022, the program embarked on program expansion to implement new projects in Kismayu and areas outside Kismayu, including Dhobley district. 2. PROJECT DESCRIPTION.
The ASF Phase 2 project is a collaborative initiative involving five consortium partners: LWF, NCA, FCA,
DKH and Diakonia Sweden. The primary focus of the project is to address shocks resulting from climate
change, targeting a total of 48,292 climate-affected individuals across Somalia. Each partner has
designated regions for implementation.
LWF will operate in Jubaland State, specifically in the Lower Juba region, covering Kismayu and Dhoobley districts. Diakonia Sweden will focus on the Southwest State (Afgooye district) and Puntland State (Iskushuban district). NAPAD will implement activities in the Banadir region, targeting Kahda and Garasbaley districts. FCA will work in Somaliland, covering Hargeisa and Burao districts. NCA will extend its reach in Jubaland State, specifically in Gedo region (Belet Hawa and Dollow districts), and will expand to three new locations in Puntland State—Nugal (Garowe, Bailey Village), Bari (Qardo, Kubo Village), and Mudug (Galkacyo, Roox Village).
The project funded by Bread for the World (BftW) seeks to empower diverse groups, including IDPs, youth, women, agro-pastoralists, local communities, persons with disabilities (PWDs), and other stakeholders, fostering resilience and sustainable development.
The specific objectives of the project include;

  • Improved resilience and protection of climate affected boys and girls for education.
  • Climate affected communities’ livelihoods and WASH options enhanced
    Peaceful co-existence amongst climate affected communities is improved.

3. PURPOSE OF THE TRAINING
The primary goal of this training is to equip government line ministries and community peace structures with skills in conflict analysis, policy formulation, negotiation, dialogue facilitation, resource mobilization, and disaster risk reduction management.

4. TRAINING OBJECTIVES
The training has the following objectives;
I. Examine the roles of various actors such as local communities, governments, and peace structures—in peace building.
II. Identify and analyze the root causes of conflicts, including socio-economic, political, cultural,and environmental factors. Integrate early warning systems and disaster risk reduction into conflict prevention mechanisms to address tensions and establish ground rules for peaceful resolutions.
III. Collaborate with stakeholders to develop policies informed by conflict analysis, ensuring inclusivity for all affected parties.
IV. Develop a comprehensive training module/manual to serve as a resource for participants during and after the training.

5. SCOPE OF WORK/work structure:
•Developing the training manual and share with LWF team for review and approval prior to the training day (3 days before training scheduled date).
•Conduct the training session for 2 working days from the 26th -27th January 2025 in Kismayu.
•The target groups to be trained include; individuals from governmental institutions/ministries/agencies and community peace structures (Women, Men, Youth and PWDs).

6. METHODOLOGY
The training manual is expected to cover comprehensive methodologies and approaches referring the subject matter of Conflict analysis, policy formulation, negotiation, and resource and disaster risk reduction management. Following are key specific detailed approaches and methodologies throughout training sessions;
•Incorporate participatory methods such as group discussions, role-playing, scenario analysis, and simulations.
•Use pre and post-training assessments to measure knowledge transfer and skills acquisition.

7. RESPONSIBILITIES OF LWF
•Mobilize stakeholders (government and community peace structures) to actively participate in the training.
•Provide breakfast and lunch to the training participants.
•Provide transport reimbursement to the training participants.

8. DELIVERABLES
The consultant will be responsible for preparing and submitting the following deliverables;
•An inception report.
•A detailed training manual with theoretical and practical tools.
•A final training report summarizing all the training topics, findings, and recommendations for follow-up activities and capacity-building initiatives to be implemented during the project cycle.

9. QUALIFICATIONS
• The facilitator must have a degree/master’s in conflict resolution, international relations or any other related field.
• Proven practical experience in conflict resolution and mediation is required.
• Strong verbal communication abilities in conveying messages ensuring all participants understand the process.
• Fluency in both English and Somali languages is required.
• Experience in developing and delivering tailored training materials and manuals.

10. THE PROPOSAL REQUIREMENTS:
Interested facilitators are required to submit the following as part of their proposal:
1. Technical Proposal:
•A detailed methodology and approach for conducting the assignment.
•A draft training agenda/schedule.
•Draft training manual (contents)
•Examples of similar assignments completed in the past, including references (contracts &completion letters/certificates).
•CVs of the proposed facilitator/s with relevant qualifications and experience.

2. Financial Proposal:
•A detailed breakdown of all costs, including consultancy fees, travel, accommodation, and other relevant expenses.
Evaluation criterion:
•Clear understanding of the TOR including methodology and approaches of the module development. (35 points)
•Relevant past experience and qualifications on subject matter including evidence of relevant documents (15 points).
•Personnel academic qualifications and experience (15 points)
•Capability statement (15 points)Technical Evaluation Threshold (Only offers that receive a technical evaluation score of 65 and above points (out of 80) will be considered for cost evaluation.
