BACKGROUND
UNICEF has partnered with leading public and private organisations to launch a global partnership dedicated to expanding opportunity for young people, aged 10-24. Generation Unlimited (GenU) is centred on finding new ways to help every young person to get into school, learning, training or livelihoods by 2030 — with a focus on those in the greatest danger of being left behind, including girls, the poorest, those with disabilities, young people on the move and those affected by conflict and natural disasters.
UNICEF’s GenU brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people. The partnership identifies, co-creates, resources and scale-up innovative solutions to expand opportunity for young people. Effective programmes are matched with financing and technical support; investors find viable solutions to invest in and strong accountability mechanisms that provide adequate assurance of results and fiscal management; and young people participate meaningfully in the co-creation of solutions, informing, advising and helping implement at every step of the way.
imaGen Ventures is a core component of this global effort, empowering young people to become changemakers through entrepreneurship. Since its launch in 2018, the programme has supported youth in over 60 countries, providing training, mentorship, and funding to foster the next generation of socially impactful ventures. The initiative aims to build a critical mass of young entrepreneurs capable of addressing pressing global challenges while contributing to the Sustainable Development Goals (SDGs).
Under the direct supervision of the Youth Engagement and Entrepreneurship Lead, with overall guidance from the Director of Programmes and in close collaboration with the Programme Team at UNICEF’s Generation Unlimited (GenU) and select Country Offices this consultancy role will coordinate the global implementation of imaGen Ventures while supporting the broader youth entrepreneurship portfolio within UNICEF’s GenU. This includes leading flagship initiatives like the Global Challenge and Global Incubation Week, as well as providing technical support to UNICEF Country Offices implementing youth entrepreneurship programmes. The consultant will act as the primary liaison for country offices, facilitating alignment with global strategies, managing key partnerships and contributing to the growth of related youth entrepreneurship programmes, including the Green Entrepreneurship component of Green Rising, health entrepreneurship initiatives, and AI-focused ventures. The role also involves developing innovative learning resources, refining incubation frameworks, and supporting effective data collection and impact measurement to enhance programme outcomes globally.

The consultant will support the global implementation of imaGen Ventures, supporting the programme’s strategic development and execution. The consultant will support the Entrepreneurship Lead in technical efforts for the global implementation of imaGen Ventures, leading the programme’s strategic development and execution. This includes key global initiatives such as the Global Challenge and Global Incubation Week, developing incubation frameworks, and curating mentorship opportunities for youth-led ventures. The consultant will support efforts to identify and engage relevant partners by developing partnership inputs and technical materials that facilitate collaboration and resource mobilization. The consultant will liaise with UNICEF’s GenU teams to help ensure that imaGen Ventures’ technical components remain aligned with broader organizational priorities and continue contributing to entrepreneurship programming.
In addition to imaGen Ventures, the consultant will support the broader youth entrepreneurship portfolio by providing technical guidance and capacity building to UNICEF Country Offices implementing related programmes. This includes serving as the primary liaison for country-level teams, facilitating peer learning, promoting best practice sharing, and ensuring alignment with global strategies. The consultant will also contribute to the design and refinement of implementation strategies for other youth entrepreneurship initiatives, including health entrepreneurship programmes, and AI-focused ventures, supporting local adaptation. This role involves strengthening data collection and impact measurement systems to capture outcomes across the portfolio, enhancing the evidence base for youth-led impact globally.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
